- Clause Matrix El Paso BPA Solicitation The Drug Enforcement Administration (DEA) El Paso Field Division has a requirement for destruction by incineration of bulk marijuana. Incineration services will be required for DEA facilities located in the following cities: El Paso, Texas; Midland, Texas; Alpine, Texas; Albuquerque, New Mexico; and Las Cruces, New Mexico. The incineration shall be done in the presence of DEA personnel and contractor personnel appointed by the DEA. The applicable North American Industry Classification System (NAICS) is 562213, SOLID WASTE COMBUSTORS AND INCINERATORS. The Small Business Size Standard is $35,500,000.00. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.303, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-70. Solicitation number DJD-14-Q-0006 is being issued as a request for quotation (RFQ). For a description of the services, please see attached solicitation package and supporting documentation. The Government intends to issue a single Blanket Purchase Agreements (BPA) in accordance with FAR Subpart 13.303, Blanket Purchase Agreements (BPAs). Please include a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, Offeror Representations and Certifications-Commercial Items with your offer. FAR provision 52.212-1 (Instructions to Offeror-Commercial), FAR clause 52.212-4 (Contract Terms and Conditions-Commercial Items) and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items) apply to this acquisition. See attached matrix for all other applicable provisions and clauses. Prospective Offerors shall propose on all or none of the solicited items. Partial or Late Submissions will NOT be accepted. The anticipated BPA period of performance is five (5) years if each option period is extended. Therefore, the Offeror shall provide a price list of ALL services for ALL five (5) years of the anticipated BPA including each option period. All sources who submit a timely and complete proposal will be considered. Incomplete submissions will not be considered for award. Award will be based on lowest price, technically acceptable. Questions are due on Wednesday, November 20, 2013 at 5 p.m. Eastern Time. The deadline for proposal submissions is Monday, November 25, 2013 at 5 p.m. Eastern Time.
