Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for local wired telephone services for the Dallas and Oakland Office of Information Technology Field Offices (OITFO). The TAC intends to award a sole source, 12-month, firm-fixed-price contract with three (3) 2-month option periods to AT&T Government Solutions pursuant to authority 41 U.S.C. 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. AT&T currently provides the existing wired telephone services for the Oakland and Dallas OITFOs. The telecommunications Act of 1935 established the Bell Operating Companies (BOC) to oversee and regulate state agencies. The BOC serving the Oakland, California and Dallas, TX areas is AT&T. As a result, no other contractor can provide the required services with the existing infrastructure. The solicitation number for this effort is VA118-14-R-0009. The estimated value of this requirement is $88,500.00. The North American Industrial Classification System (NAICS) code for this effort is 517110. The estimated date of award for this action is November 22, 2013. This is a notice of intent, not a request for proposals. The proposed contract action is intended to be awarded using other than full and open competition procedures.
