- Notice of Contract Action (NOCA) - CNS ATM I Extension The Aerospace Management Systems Division, Battle Management Directorate, Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, intends to extend the twelve multiple award ID/IQ contracts for Communications, Navigation Surveillance/Air Traffic Management (CNS/ATM) I supplies and services that were competitively awarded in 2005 to: Aviation Communications and Surveillance Systems LLC; Artex Aircraft Supplies; Astronautics Corporation of America; BAE Systems Information and Electronic Systems Integration Inc. of Greenlawn, NY; BAE Systems Information and Electronic Systems Integration Inc. Wayne, NJ; Teledyne Technologies Inc.; Honeywell International Inc.; Innovative Solutions and Support Inc.; Northrop Grumman Guidance and Electronic Company; Raytheon Inc.; Rockwell Collins, Inc.; Thrane & Thrane Inc. Upon the approval of a Justification and Approval Document (J&A) and associated acquisition strategy, a request for extension will be offered to the current CNS/ATM I contractors to extend the contracts for a total of 12 months. The 12 months will be comprised of an additional 12 month ordering period, from 10 Feb 2014 to 9 Feb 15 2015, and an additional 12 months performance period from 9 Feb 2015 to 8 Feb 2016. These extensions will provide time for the Government to meet objectives of providing mobility air force (MAF) and combat air force (CAF) platforms with the communications, navigation, and surveillance products needed for all Air Force aircraft to comply with civil and international airspace standards. Per existing requirements, the extension will ensure the continued support of both existing avionics systems and newly acquired systems. The performance periods will be extended with no increase in contract ceiling. The planned contract extensions will include all scope and provisions contained in the current CNS/ATM I ID/IQ contracts to include but not limited to the Statement of Work. The United States Department of Defense (DoD) has established the CNS/ATM program to modernize its aircraft due to the tremendous growth in air traffic that presents increasing challenges for air traffic service providers, air carriers, and the military. Such growth is straining airspace capacity and airport resources. Thus, the air traffic system requires significant upgrades to increase system capacity and flight efficiency while continuing to meet flight safety standards. The International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), and other Civil Aviation Authorities (CAA) plan to implement a new air traffic architecture to meet this need. This new architecture takes advantage of emerging technologies in communication, navigation, and surveillance to improve air traffic management. Dynamic routing gives operators the freedom to choose their own routes, speeds, and altitudes in real-time, thus providing Visual Flight Rules (VFR) flexibility with Instrument Flight Rules (IFR) protection and separation and a shift from Air Traffic Control (ATC) to Air Traffic Management (ATM). The civil aviation community refers to these changes as Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM). Interested parties may identify their CNS/ATM capabilities to the Contracting Officer no later than 12:00PM eastern standard time on 29 Nov 2013. The information shall clearly present evidence that the respondent is fully capable of providing the required systems and as such may contain any information that the interested party feels is relevant. Any information submitted by respondents to this Notice of Contract Action is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Notice of Contract Action. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees and Advisory & Assistance Services contractor employees supporting the Aerospace Management Systems Division, unless the respondent clearly objects in writing to the release of this information to Federally Funded Research and Development Contractor employees and Advisory & Assistance Services Contractor employees supporting the Aerospace Management Systems Division.
