- "This request and procurement is 100% restricted to Service-Disabled, Veteran-Owned Small Businesses (SDVOSB)" THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR SF 330'S ARCHITECT/ENGINEER QUALIFICATIONS PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THERE WILL BE NO SITE VISITS ARRANGED DURING THIS PHASE OF THE REQUIREMENT. 1.GENERAL INFORMATION: The Department of Veterans Affairs, G.V. (Sonny) Montgomery VA Medical Center, Jackson, Mississippi is soliciting and intends to award a firm fixed-price contract for Architect/Engineering (A/E) services for a complete design and detailed cost estimate of items listed in the statement of work Project # 586-12-101, "Renovate Medical Intensive Care Unit". The A-E Services listed herein are being procured in accordance with the Brooks Act (Public Law 92- 582) as implemented in Federal Acquisition Regulation (FAR) 36.6 and Veteran Affairs Acquisition Regulation (VAAR) 836.6. All submissions will be evaluated in accordance with the evaluation criteria provided herein. A "short list" of three or more firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. Point of Contact: Ashlei Donerson, Contracting Officer Email: ashlei.donerson@va.gov 2.PROJECT INFORMATION: The NAICS Code for this procurement is 541310 Architectural Services and 541330 Engineering Services and the annual small business size standard is $7M and $14M respectively. Estimated Design Completion Time - 270 calendar days after Notice to Proceed Estimated Construction Completion Time - calendar days after Notice to Proceed The AE will participate in project planning meetings, pre-performance meetings, communicate with VA personnel via telephone and e-mail; and is expected to coordinate so that the final documents include all requirements in accordance with industry standard practices, VA standards, and review comments. The AE will be required to perform Construction Period Services and participate in any subsequent meetings. I.Project Description This project will renovate approximately 15,500 square feet of the existing Medical Intensive Care Unit (MICU) located on the 4th floor L-Section of the Clinical Addition located at the G.V. (Sonny) Montgomery VA Medical Center. The existing area shall be completely renovated to include a decentralized nursing station utilizing work stations throughout the unit to allow for real time documentation and closer patient monitoring. Existing room layouts shall be reconfigured to improve staff efficiency and optimize unit flow with all supportive ancillary spaces as required. All existing mechanical systems shall be evaluated to meet all needs to support new design. II. General Requirements An Architect & Engineer (A&E) contract will be negotiated for the development of complete construction documents i.e., working drawings, specifications, reports, cost estimates and construction period services. The A&E design shall incorporate all architectural and engineering disciplines necessary to provide a complete and functional design. Designs shall be in accordance with all applicable requirements of NFPA, EPA, ANSI, OSHA, National Plumbing Code, National Electric Code, ASHRAE, National Safety Code, VA Specifications, VA Construction Standards, VA Design Handbooks, etc. and all applicable local, state, and Federal regulations and standards. A third party licensed Fire Protection engineer shall be obtained by A/E for documented review of all contract documents. The results of such review shall be provided to the VA for review. In the event of mechanical system equipment replacement(s), the A/E shall perform or provide for complete system commissioning including all testing and balancing. III. DESIGN AND DOCUMENT REQUIREMENTS 1.Design Requirements - Compliance with codes and standards. a)Project design shall be in compliance with applicable standards and codes described in VA Program Guides and design materials included or referenced in the solicitation. b)In the design of new building and alteration work under this contract, the A&E shall consider MBC, DERM and Federal Regulation requirements as well as VA TIL specs requirements. c)The A&E shall provide prompt, written notification to the Contracting Officer concerning conflicts with, or recommended deviations from codes, laws, regulations, standards, and opinions of review officials as described above. No work altering OR increasing the scope of this contract shall be undertaken prior to receipt of written approval from the Contracting Officer. d)The A&E shall be responsible for performing all necessary inspections, site survey visits as required to successfully complete the scope of this project. e)The VA has a limited amount of documentation on existing construction and remodeling work at this facility. This documentation is available to the A&E in its original format for their use on this project. The VA assumes no liability for any of the documentation provided to the A&E on this project; the A&E assumes all liability and risk in using and relying on this information in the preparation of the RFP, and development of the construction design. The A&E shall field verify VA furnished drawings to insure A&E design is accurate. It is the A&E's responsibility to determine existing conditions and to base the design on this information. 2.Design Review Meetings: a)A review meeting to resolve design issues, if necessary will be held for each design review package submitted. The meeting will include discussion of VA comments on functional relationships and technical peer review comments (by others). b)Participants will include VA Staff and A&E members as appropriate for the specific package to be reviewed and others. 3.Design Review Submissions: The following specifies the documents / materials to be submitted by the A/E to the project manager for each scheduled review and due dates for the submission. Dates indicated must be strictly adhered to. In addition, all drawings shall be dimensioned in English units. a)25% Review - Four (4) sets of documents due forty-five (45) days after award of contract. 1.Drawings: The drawings will be complete, at least to the extent that the following are shown on the documents: a)General requirements: (1)Verification and recommendations resulting from site visits of existing conditions in all disciplines. (2)Demolition requirements. (3)Sizes of pipe, ducts, wiring, etc., are not required at the review. (4)Some details are required at this review. (5)All drawings shall not be less than 1/8" scale. (6)Several meetings between the A/E and the VA may be required to determine room sizes and layout for 25% submission. (7)Project shall meet all local, state, and Federal Code requirements, such as NFPA, NEC, ASHRAE, etc. b)Architectural: (1)Submit a 1/8 "scale layout of the floor plans. These drawings will show all affected rooms, doors, corridors, exits, electrical and mechanical rooms, stairs, and elevators. (2)Indicate the net area contained in existing renovated areas. (3)Submit a title sheet with drawing index. c)Structural: (1)A/E will indicate if any structural conditions exist with this project. (2)If present, show location of structural conditions. (3)Show location of expansion joints. d)Air Conditioning: Provide a written description and indicate on the drawing the required changes for this project. e)Heating: Provide a written description and indicate on the drawings the changes for this project. f)Plumbing and Sanitary: Provide a written description of verification of existing conditions and description of proposed system. g)Electrical: (1)Submit a preliminary basis for design, including a written description of electrical work required for this project. (2)Request to VA for special receptacles; telephone and computer outlets will be required at this time. h)Environmental: Asbestos is not anticipated on this project. 2.Develop a preliminary cost estimate based on preliminary design. Use VA Form 6238. 3.The requirements listed above will be reviewed by the VA Project Team and affected staff. All comments and recommendations will be returned to the A/E within ten (10) days. b)75% Review: Four (4) sets of contract documents are required one hundred eighty (180) days after award of contract. 1.Drawings: The drawings will be complete at least to the extent that the following are shown: a)General Requirements: (1)All drawings developed from the previous review shall be detailed, showing pipe, duct, and wiring sizes, as well as all other required construction details. (2)All previous review comments shall be evaluated and incorporated into the drawings, specifications, and estimates. (3)All areas of construction shall clearly differentiate between existing and new construction (separate drawings for demolition and renovation). Emphasis shall be placed on contract accomplishments of unforeseeable or hidden conditions, including miscellaneous job requirements such as relocating pipe, vent, or other affected items. b)Architectural: (1)Submit complete floor plans, details, schedules, and large scale plans. (2)Show room titles, numbers, door sizes, types, and swing on floor plans. (3) Show general notes. (4)Indicate all fire partitions, smoke partitions, and safety and protective elements. (5)Show reflective ceiling plans, indicating all ceiling mounted equipment, air diffusers, registers, existing and relocated sprinkler heads, etc. c)HVAC (1)Duct and pipe sizing computations shall be 95% complete. (2)Duct layout, piping systems, and 95% complete layout of heating, air conditioning, and ventilation should be shown. Locate all fire and smoke dampers. (3)Show control diagrams. Include on the diagrams, where applicable, air conditioned systems; exhaust air systems, and the heating system. Diagrams shall be complete with legend and description of operations. (4)Major details, elevations, sections, and legends on the drawing are to be complete. Show each section of each critical point in corridors, indicating the location and space allocation intended for all ducts, piping, and large conduits. Show typical sections. d)Plumbing: All plumbing piping, fittings, fixtures, etc., should be shown. e)Electrical: (1)Floor plans shall have room titles and area function shown on this review set of drawings. Location of lighting system, outlets, power, and signal systems shall be shown. (2)Typical lighting calculations shall be given. (3)Show locations of new or existing panel boxes and indicate available, as well as additional, power requirements. 2.Specifications: Provide a full set of assembled edited project specifications in CSI format. 3.Cost Estimate: Submit a revised cost estimate and ensure the following minimum items are included on the VA Form 6238. a)All estimates shall be based on the most current working drawings available and shall be current as of the date of the submission. b)Price material at the contractor's buying level. Sales taxes, when applicable, will be added into material buying cost. c)Cost totals should reflect labor and materials separately and should be formatted as follows: (1)Totals - Labor and materials for all branches of work. (2)Mobilization cost of contractor. (3)Prime contractor's labor and supervisor. (4)Contingencies, Overhead, Profit, and Escalation (COPE) at 35%. (5)Bonds - Contractor bond cost. (6)Total cost estimate. 4.The above will be reviewed by the project team and staff, and returned to the A/E within ten (10) calendar days. c)100% Review: Four (4) sets of contract documents are required two hundred fifty (250) days after award of contract. 1.Submission Requirements: a)The plans and specifications shall be complete, in accordance with the previous review requirements, with all review comments accounted for and ready for use as final contract documents. b)The specifications will be in final format, including front end documents provided by the Contracting Officer. c)The final cost estimate shall reflect all previous comments and shall show each branch of work based on quantitative take-off of designed labor and materials. This will also be the final cost estimate and should be labeled as such. Use VA Form 6238. 2.The above will be reviewed by the project team and staff and returned to the A/E within five (5) calendar days. d)Final Submission: Due two hundred seventy (270) days after award of contract. After completion of all the 100% review comments and coordination, the final contract documents shall be prepared and shall include the following: 1.Two (2) complete sets of contract drawings. Specifications will be reproduced by the VA, but the A/E will provide two (2) complete sets of specifications. NOTE: mylars are to be signed by appropriate VA personnel before copies of contract drawings are provided. 2.A complete set of CADD drawings on CD. These CADD files shall be in AutoCAD 2008 and capable of being transferred into an Intergraph Microstation environment. 3.A complete set of reproducible mylars of all contract drawings. 4.Final cost estimate based on revisions made at the 100% review. 5.A final set of technical support data. 6.Six (6) sets of half size drawings. 7.Provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section. Checklist shall be produced on Microsoft EXCEL and shall be delivered hard copy and electronic. 4.Electronic Media: a)Design review submission drawings and final Construction Document submission drawings will be executed in electronic format AutoCAD version 2008 or backwards compatible format and be capable of being transferred into an Intergraph Microstation environment. b)Design review submission specifications, final Construction Document submission specifications, cost estimates and other 8 1/2 by 11 formatted material will be executed in electronic format Microsoft Word. 5.Approved Construction Documents: a)The final construction document submission package will be submitted by the A&E for approval by the VA after completion of the 100% review cycle for the final package to be submitted by the A&E. The VA will have 15 days to take approval action. b)The final construction documents submission package will include a full set of construction documents including all disciplines/packages, specifications and cost estimates. c)The final construction documents submission package will incorporate all VA supplied comments from the earlier submission package reviews and will comply with the VA requirements. d)If the final construction documents submission package is not complete a post submittal may be required the cost of which will be borne by the A&E. 6.Construction Drawing Preparation - Mandatory material and equipment schedules and details may be indicated either on the drawings or in the specifications, at the option of the A&E. The construction drawings shall include a coordinated set of the following (if applicable to the project). a)Structural drawings including framing plans, schedules, and details including general notes and all calculations. b)Architectural drawings including floor plans, elevations, wall sections, reflected ceiling plans, and other details. 7.Construction Specifications - Project specifications shall include specifications for all products, materials, equipment, methods, and systems shown on the construction drawings in accordance with standard professional practice and the VA requirements. IV.RESOURCES All designs shall comply with applicable sections of VA standards and publications, and all references therein. Ensure that construction documents comply with the latest edition of these VA construction and design standards. VA standards can be found on the World Wide Web at http://www.cfm.va.gov/TIL/. VA publications and standards shall include but shall not be limited to: a)Office of Construction & Facilities Management Site Map: http://www.cfm.va.gov/sitemap.asp b)The Technical Information Library (TIL): http://www.cfm.va.gov/TIL/ c)TIL - Master Construction Specifications: http://www.cfm.va.gov/til/spec.asp d)Office of Construction & Facilities Management: http://www.cfm.va.gov/index.asp e)VA Office of Facilities Management citations of the AIA design standards found on the world wide web at http://cfm.va.gov.TIL/ f)Other design and construction standards and publications that shall be applied to this work includes, but are not limited to: (1)National Fire Protection Association (NFPA) Codes & (2)Standards - www.nfpa.org (3)OSHA Rules and Regulations (4)Mississippi Building Code (MBC) latest edition (5)Life Safety Code (NFPA 101) latest edition (6)The Joint Commission (TJC) Accreditation manual (latest edition) g)Applicable sections of the VA Master Construction Specifications will be prepared by the Architect/Engineer, including all the necessary adaptations. h)Cost estimates shall be developed in strict conformance with VA's Manual for Preparation of Cost Estimates & Related Documents for VA Facilities (March 8, 2011). http://www.cfm.va.gov/til/dManual/dmCost.pdf i)Guidelines for Design and Construction of Health Care Facilities, Latest Edition, published by The Facilities Guidelines Institute (FGI). http://www.fgiguidelines.org/ CONSTRUCTION PERIOD SERVICE REQUIREMENTS: a)Review of and approval or disapproval of material submittals, shop drawings, and test reports. b)Review and recommendations of change orders and cost analysis. c)Site Visits: 1.Pre-bid conference to be attended by the A/E. 2.Pre-construction meeting to be attended by A/E. 3.Minimum of twelve (12) site inspections when requested by the VA Resident Engineer. 4.Partial and final inspections to be attended by the A/E. d)A/E will be available during the period of construction to answer or verify questions and / or problems relating to the contract documents as they relate to field conditions. MATERIALS FURNISHED TO THE A/E BY VA: a)Station as-built drawings (originals to be retained by the VA). The accuracy of these drawings must be field verified by the A/E. b)One each unedited copy of the applicable sections of the VA master construction specifications, including front-end documents. c)Guidelines for identifying the working drawings. d)VA design manuals, standard details, and construction standards. All VA standards and guidelines can be obtained by accessing the World Wide Web at the following address: http://www.cfm.va.gov/TIL/ 3.SELECTION CRITERIA: Selection will be based on the following criteria which are numbered in descending order of importance: 1)Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s) 2)Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (Include Government and private Experience) 3)Capacity to accomplish work in the required time. 4)Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5)Location in general geographical area of the project and knowledge of the locality of the project; provided, that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project "It is expected that your SF330 submittal will show your knowledge of the locality of the project and that your proximity to the general geographical area enables you to respond to emergency calls in person within 24 hours if awarded the contract. 6)Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. 7)Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 8)Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. 9)The selected A/E should have previous experience in the design of renovation within Medical Facilities. The A/E must provide documentation of at least two designs of renovations within Medical Facilities with references, names, and phone numbers with their SF330. 4.SUBMISSION CRITERIA/REQUIREMENTS: The firm and or AE on staff representing the project must be licensed to practice in the State of Mississippi under state law. SF 330s will be evaluated to determine the most highly qualified firm based on the criteria responses. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF330 must be completed by the office/branch/individual team member actually performing the work under this contract. Projects not performed by the office/branch/individual team member will be excluded from evaluation consideration. Interested firms having the capabilities to perform this work must submit (1) electronic SF 330, including Parts I and II, and attachments (if any) electronically ashlei.donerson@va.gov no later than 4:30 PM, CST on December 18, 2013. Minimum font size is 10 point. Additionally, the submission must include an insert detailing the following information: 1) Cage Code 2) Dun & Bradstreet Number 3) Tax ID Number 4) The E-mail address and Phone number of the Primary Point of Contact 5) A copy of the firms VetBiz Registry NOTE: In order for a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a proposed contractor, the firm must be certified by VETbiz (www.vetbiz.gov) and registered in the System For Award Management (SAM) database (www.sam.gov) at time of submission of their qualifications. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. The proposed services will be obtained by a Negotiated Firm-Fixed Price Contract. All Joint Ventures must be CVE verified and submit agreements that comply with 13CFR 125.15 prior to contract award. Each respondent must be able to demonstrate the ability to comply with FAR Clause 52.219-14, Limitations on Subcontracting. All SF330 submittals and questions must be sent electronically to: Ashlei Donerson, Contracting Officer at ashlei.donerson@va.gov All SF330 submissions shall be clearly indicated in subject line, displaying the solicitation number and project title (abbreviated or shortened is okay). Size limits of e-mails are restricted to 5MB. If more than one email is sent, please number emails in Subjects as "1 of n". Example: SF330 Submission, # VA256-14-R-0137 - Renovation of Medical Intensive Care Unit (1 of 1 or 1 of n, 2 of n, etc.) Submittals received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals. Firms not providing the required information may not be evaluated. All information must be included in the SF330. Cover letter and excess number of pages will be excluded from the evaluation process. It is the offeror's responsibility to check the Federal Business Opportunities website at: www.fbo.gov for any revisions to this announcement prior to submission of SF330s.
