This will assist the USACE to determine the availability of small business firms for a potential total small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATIONs will be ACCEPTED at this time. Potential vendors must have the skill and capabilities necessary to perform the described project. Potential vendors must provide feedback via email @ dennis.c.tremethick@usace.army.mil. USACE will use all responses to determine the appropriate acquisition strategy for a potential future acquisition. Specifically, the purpose of this notice is to gain knowledge of potential small business (SB) sources in the following categories: Small Business, Certified 8a, Certified HUB Zone, Woman-Owned, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide services: The U.S. Army Corps of Engineers San Francisco District is seeking a contractor for a comprehensive service contract for the USACE South Pacific Division. The contractor shall: In accordance with USACE Engineer Regulation 690-1-710 and local South Pacific Region policy, the contractor shall: -Provide Employee Assistance Program services for employees of the South Pacific Region (SPR), services paid monthly on a Fee for Service Basis. -Provide services include counseling & consultation services to the South Pacific Region (SPR) employees and their families to help solve personal problems that may potentially affect their performance and/or behavior in the workplace/work environment -Provide psychiatrists, psychologists, clinical social workers, and marriage family and child counselors who will provide assessment counseling. Provide services include all outpatient counseling services, personal financial & legal service referrals, and referrals for childcare and elder care services. -Provide telephonic & web-based access to services & supply appropriate brochures, posters, and printed material at the request of the Project Manager -The contractor shall handle information about EAP participants in a confidential manner. (See ER 690-1-710, Para 5c and 13 for details) See the attached draft Statement of Work and USACE Engineer Regulation 690-1-710 for all requirements and a detailed breakdown of the work required. This project is planned for advertising in December 2013 or January 2014. The NAICS Code is 624190, the size standard is $10 million, and the Federal Supply Code is G099: Other Social Services. The estimated duration of the project is one (1) base year plus two (2) option years. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. CAPABILITY STATEMENT IMPORTANT!!! PROVIDE the FOLLOWING ITEMS to assist the USACE San Francisco District, to determine the execution capabilities of prospective contractors: 1) Offeror's names, address, point of contact, phone number, and e-mail address. 2) Offeror's capability to execute this contract shall provide: a sample contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion. a) Please provide at least 2 example projects that relate directly to services sought. 3) Offeror's type of small business and Business Size (8a, woman-owned, HUBzone, SDVOSB, etc.). Your response is limited to 3 single-sided pages total - using 10pt font. Please label your email response as follows: Subject: Response to Mr. Tremethick: Sources Sought for SPR EAP The Capabilities Statement for this sources sought is not expected to be a Request for Proposal/Quote or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will NOT BE notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, Hubzone, or all Small Business firms or proceed with full and open competition as Unrestricted. Offers that do not meet all requirements or submit within the allotted time will not be considered. All interested contractors should send a capabilities statement to this office by email by 2:00 PM Pacific Standard Time on November 22, 2013.
