- The Centers for Medicare and Medicaid Services (CMS, or the Government) intends to award on a sole source basis, a firm-fixed-price (FFP) award to the National Council for Prescription Drug Programs, Inc. (NCPDP), 9240 E. Raintree Drive, Scottsdale, AZ 85260 for a project entitled "Licenses Renewal for NCPDP Database of Part D Pharmacy Codes and Data Information". This requirement is for an additional license and renewal of licenses for four platforms for NCPDP database of Part D pharmacy codes and data information for electronic delivery of NCPDP HCIdea files to CMS on a monthly master file distribution. The HCIdea prescriber database is used by CMS (and law enforcement including the HHSOIG, the FBI and the DEA) for the Medicare Fraud and Abuse initiative as part of prescription drug fraud and abuse surveillance. The contractor shall also provide additional licenses for NCPDP database of Part D pharmacy codes and data information for electronic delivery of NCPDP dataQ files to CMS on a weekly basis within a monthly master file distribution. The dataQ database is used by CMS for the Medicare Part D program to support a drug claim type system to insure correct payment to plans and oversight. The contractor shall also provide technical assistance to CMS to resolve file transfer issues. The North American Industrial Classification Standard (NAICS) Code for this effort is 813910. The total period of performance is 01/01/2014 to 12/31/2019, which consists of a 12-month base period and five 12-month option periods. The licenses being procured are considered to be commercial items. The statutory authority permitting other than full and open competition is Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR Subpart 13.5-Test Program for Certain Commercial Items. This test program authorizes use of simplified procedures, to the maximum extent practicable, for the acquisition of certain commercial items. CMS also intends to acquire these commercial items using FAR Part 12 procedures. All responsible sources may submit a capability statement or other written qualifications to perform the effort, which, if received timely, shall be considered by CMS. Statements of capability must be emailed to Tiara.Freeman@cms.hhs.gov and must be received no later than 3:30 p.m. local time on November 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. In addition, all interested contractors must be registered with the System for Award Management (SAM) at www.ccr.gov.
