- Navy Inactive Ships Office SEA21I This is a Request for Information (RFI) to determine industry interest in a proposed solicitation. This is not a request for proposals. The Naval Sea Systems Command (NAVSEA) plans to issue a Request for Proposals (RFP) for a firm fixed price contract to dismantle the USS AVENGER (MCM 1) upon its decommissioning in San Diego, CA on August 30, 2014, with an option for the dismantling of USS DEFENDER (MCM 2) in fiscal year 2015. USS AVENGER will be stripped of re-usable equipment prior to its decommissioning date in support of the remaining MCM 1 Class ships. These equipment removals are not part of the proposed dismantling contract, but the Contractor will be responsible for accepting custody of the ship in San Diego upon its decommissioning, moving the vessel to its own facility, and completely dismantling the ship. The Contractor will be responsible for the proper disposal of the wood hull, other solid wastes and any hazardous waste generated, and will take title to all scrap metal and sell such scrap metal to offset its costs of ship dismantling. If the option is exercised for dismantling of USS DEFENDER, the circumstances and scope of work will be the same as USS AVENGER. Description: The vessel is USS AVENGER (MCM 1) is an AVENGER Class Mine Countermeasures Ship constructed between 1983 (keel laid) and 1987 (delivered). The principal characteristics of the vessel are length overall 224 feet, extreme beam 39 feet, maximum draft 15 feet, light ship displacement of 1,253 tons, and is constructed of chemically-treated wood except for propulsion engines and auxiliary equipment. The vessel is scheduled to be decommissioned on August 30, 2014 in San Diego, CA. Any weapon systems or components, or communications equipment that remains onboard upon transfer to the Contractor must be destroyed by rendering to "scrap" as opposed to being recovered as "reusable" as a part of this work. Vessel dismantling must occur in the United States. Due to equipment removals prior to decommissioning, the ship is expected to be lighter than the light ship displacement of 1,253 tons. The Contractor shall provide all personnel, equipment, tools, vehicles, materials, facilities, supervision, and other industrial property, plant, equipment and services to perform the scope of work described, in a manner which is safe for workers and the environment, and complies with all applicable Federal, State and local laws and regulations. The Contractor shall have all valid permits and licenses necessary prior to performing the associated scope of work. The Contractor shall maintain valid permits and licenses throughout the period of performance of this contract and provide them upon request by the Government. The Contractor's workspace may be inspected periodically by personnel representing the procurement and/or the administrating agency and violations will be noted for possible reporting to regulating agencies at the Federal, State and/or local level. Correction of regulatory violations shall be the responsibility of the Contractor.
