Description
This synopsis is a presolicitation notice and is not a Request for Proposal (RFP). This notice serves to inform industry that CMS intends to release a solicitation that will pertain specifically to BFCC-QIO work and new approaches CMS will take to tasking contractors with case review activities. The purpose of the Beneficiary and Family Centered Care (BFCC) Quality Improvement Organization (QIO) contract is to improve healthcare services for Medicare beneficiaries through contractor performance of numerous statutory review functions, including, but not limited to, quality of care reviews, beneficiary complaint reviews, discharge and termination of service appeals in various provider settings, medical necessity reviews, and Emergency Medical Treatment and Active Labor Act (EMTALA) reviews. The BFCC-QIO solicitation, once issued, will comply with all applicable statute and regulations associated with the criteria contractors must meet in order to win QIO contract awards. This includes any pending regulations that would become effective on or after January 1, 2014, as a result of notice-and-comment rulemaking. In accordance with FAR 5.203, CMS hereby notifies industry of its intent solicit for this requirement under full and open competition and plans to publish this solicitation to the FedBizOpps.gov website on or about December 2, 2013. A pre-proposal conference is tentatively planned on or about December 9, 2013 that will encompass the overall changes to the QIO Program. This one pre-proposal conference will discuss CMS' reconsideration of the overall QIO Program and will include details regarding both the BFCC-QIO and QIN-QIO work, as well as other QIO-related work under the program. CMS anticipates that this conference would take place at the CMS Central Office Building in Baltimore, Maryland, as well as via webinar. More details about this conference, including the final date and time, and registration instructions, will be made available in the proposal solicitation notice. It is highly recommended that interested offerors attend the pre-proposal conference, or participate in the webinar, in order to obtain more detailed information regarding the overall QIO Program in general and this solicitation in particular. Interested offerors are encouraged to make plans now to participate in the conference for as much of the business day (Eastern Time) as possible. CMS anticipates issuance of Cost-Plus-Fixed-Fee (CPFF) type contracts under the forthcoming solicitation. Important: CMS anticipates that certain contracts awarded under potential solicitations for the QIO Program will be cost-reimbursement type contracts. Therefore, in accordance with FAR 16.301-3, offerors must have an accounting system that has been deemed adequate for determining applicable costs prior to contract award. Further, in accordance with FAR 42.302(a)(12), contractor's accounting systems should remain adequate during the entire period of contract performance. (This applies to cost-reimbursement contracts.) This requirement flows down to any proposed subcontractor for cost-reimbursement services. Businesses, both large and small, who are interested in teaming or subcontracting on this work, should add its information to the interested vendors list on the FedBizOpps posting relative to this effort.
