- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A market survey is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Small Business contractors for the following proposed work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) construction contract for installation and testing of the SPIDERS Phase 3 microgrid project. This project is the third and final phase of the SPIDERS Joint Capability Technology Demonstration (JCTD); a joint effort between the U.S. Department of Defense (DOD), the U.S. Department of Energy (DOE), and the Department of Homeland Security (DHS) to implement scalable, cyber-secure smart microgrid solutions to enhance continuity of operations at DOD bases in the face of electrical power disruptions. The Government will provide the contractor a full design package. There will be little or no design required of the contractor. The work in this contract includes the following: a. Furnish and install new power generation (diesel generators) and distribution equipment and infrastructure which will interface with existing generation and power distribution to create a microgrid. b. Take receipt, install and support testing of additional generation and control system components provided as Government-furnished equipment (GFE). c. Install new, medium voltage distribution cabling and fiber optic and copper control cabling for the microgrid SCADA network and fuel storage and piping for generator operation. d. Support overall system testing and commissioning as defined in the design documents. e. Significant site work including grading, retaining walls, concrete equipment slab installation, fuel truck delivery access, and power and communications duct bank and manhole installation. Estimated cost range of the contract is $5,000,000.00 to $10,000,000.00. The NAICS Code for this project is 237130 and the small business size standard is $33.5 Million. Payment and performance bonds will be required for 100% of the contract award. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Small Business contractors should submit a narrative demonstrating the following: a. Technical Qualifications related to: i. Startup and commissioning of diesel generators exceeding 500kW per unit ii. Installation of medium voltage electrical power distribution systems (15kV) iii. Installation of fiber optic communications networks iv. Installation of low voltage control systems v. Commissioning of medium voltage distribution equipment including 15kv breakers and switches, as well as relay coordination vi. Site preparation of areas in excess of 0.5 acres of cut and fill, installation of retaining walls, and equipment pads b. Past Performance i. Details of similar projects with completion dates, references, and contract amounts c. Specialized Experience i. Work experience in Hawaii ii. Work experience on military installations iii. Safety history and quality control specific to NAVFAC standards iv. Experience with Risk Mitigation v. Experience with construction projects of a similar nature as described above d. Capability i. Firm Size/Classification (under NAICS Code 237130) ii. Key Personnel iii. Bonding Capacity (single project and aggregate) Narratives shall be no longer than FIVE (5) pages.
