Description
SMEPP Performance Specification SMEPP Statement of Work SMEPP Solicitation The Naval Air Warfare Center Aircraft Division intends to procure the Shipboard Mobile Electric Power Plant (SMEPP) as a 100% Small Business Set-aside. Reference SOLICITATION NUMBER N68335-12-R-0172. The following are some of the requirements for the new Shipboard Mobile Electric Power Plant (SMEPP). The SMEPP shall utilize the latest technology to gain the most efficient, economical and environmentally friendly SMEPPs possible. As required for any typical Navy support equipment, the SMEPP shall be highly reliable, maintainable, and supportable. As a shipboard unit, it shall be capable of meeting shipboard shock, vibration, environmental, EMI/EMV and mobility criteria. The SMEPP will be used on CVN and L-Class ships. The SMEPP shall provide three aircraft servicing power outputs (115 VAC, three phase, 400 Hz; 28 VDC; and 270 VDC). At a minimum the diesel powered generator unit shall adhere to the requirements of MIL-STD-704F for aircraft power characteristics and EPA Emission Standards (Tier 3). The new SMEPP shall be a driveable, four wheel, self-propelled vehicle powered by a diesel engine. The diesel engine shall not only be the core of the propulsion system it shall also drive the electric generator. The unit shall be equipped with internally stored output power cables. Reels shall not be used. The output cables shall connect to all existing Navy and Marine Corp aircraft. The new SMEPP shall adhere to national standards as documented in SAE AS8090. The new SMEPP design shall incorporate the latest engine, power generation and power conditioning technologies, and be transportable in military aircraft(C-5, C-17, C-130, and H-53). Human factors engineering shall be utilized to the greatest extent possible to make the new SMEPP a user friendly piece of Support Equipment. The Contractor will clearly define in their proposals the ability to provide and meet all NAVAIR Logistics requirements. The Government anticipates the award of a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of 5 Pilot Production Units (PPUs) to be purchased with the first Delivery Order. After successful completion of contractor pilot production testing and government suitability and supportability evaluation, the government plans to issue delivery orders for the production units over two production years for up to 80 production SMEPP units. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract will be awarded to the responsible offeror whose proposal is determined to offer the best value to the Government. Proposals received will be evaluated under the factors of Technical, Past Performance, and Price. Contractors must be registered in SAM. DUE TO THE NAVAIR HOMEPAGE EXPERIENCING TECHNICAL ISSUES, THE SOLICITATION WILL NOT BE POSTED ON THE NAVAIR HOMEPAGE. THE SOLICITATION WILL ONLY BE POSTED ON FEDBIZOPPS. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The solicitation has now been posted to FEDBIZOPPS as of 15 November 2013. The Government will not accept electronic proposals.
