Description
14RJN03_syn This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC), Crane Division intends to procure MK 49 Mod 0 and MK 49 Mod 1 Gun Weapon System (GWS) Remote Operated Small Arms Mounts (ROSAM), Spares, Repairs, and Engineering Services by awarding a five-year firm-fixed-price, indefinite-delivery indefinite-quantity contract on an other than full and open competition basis to Rafael Advanced Defense Systems, LTD., (Cage: S9285), Derech Akko P.O. Box 2250, Haifa Israel 31021, under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The procurement will be conducted in accordance with FAR Part 15. The anticipated contract total ceiling value is estimated to be 12,000,000.00 USD. Supplies will be required 180 days after receipt of order; repairs will be required 30 days after receipt of supplies. The resulting contract will also require the delivery of technical data in accordance with contract data requirements lists. Delivery requirements shall be F.O.B. destination, inspection and acceptance shall occur at the destination. The government does not own or possess the necessary level III hardware documentation, drawings, specialized tooling, testing specifications and procedures which are proprietary to Rafael Advanced Defense Systems, LTD. Therefore, this is not available and cannot be furnished by the government; please do not submit requests. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the government to not compete the anticipated contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. In order to access the technical data package, contractors must be registered in the Joint Certification Program (JCP). Information about the JCP is located at http://www.dlis.dla.mil. The solicitation and all changes to the requirement that occur prior to the closing date will be provided directly to Rafael Advanced Defense Systems, LTD. and those offerors that submitted a capability statement, proposal, or quotation.
