- Sources Sought, Naval-Test Pilot School (N-TPS), Flight Training Services INTRODUCTION The Naval Air Warfare Center - Aircraft Division (AIR-2.5.1.9) at Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to provide flight training for the Naval -Test Pilot School. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine industry capability to train USNTPS pilots and flight test engineers. The NAICS for this requirement is 611512 with a size standard of $3.4M. This procurement is a follow-on to a previous Contract No.N00019-09-C-0073.The incumbent contractor is European Aeronautic Defense and Space (EADS) North American Inc., 1616 Fort Myer Dr, Ste 1500, Arlington, VA 22209. All interested and capable businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE Base Period 01 Dec 2014 - 30 Nov 2015 Option Period I 01 Dec 2015 - 30 Nov 2016 Option Period II 01 Dec 2016 - 30 Nov 2017 Option Period III 01 Dec 2017 - 30 Nov 2018 Option Period IV 01 Dec 2018 - 30 Nov 2019 REQUIREMENTS See attached Statement of Work (SOW). The Contract Type is anticipated to be Firm Fixed Price (FFP). This will consist of two (2) one- week training classes twice a year (January and July). Each one week class will consist of twelve (12) students for approximately 15 hours of classroom instruction, five (5) flight hours in a UH-72A or EC-145 helicopter and two (2) hours of flight simulation. These services shall be performed at the contractor's facility. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed in the attached SOW. This documentation must address, at a minimum, the following: (1) title of the SOW you are responding to; (2) company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; (3) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; (4) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the city specified (if any); (5) management approach to staffing this effort with qualified personnel; (6) company's ability to begin performance upon contract award; and (7) if this requirement is solicited for five years vice three years, would your company be more likely to submit a proposal?
