- The Oklahoma City VA Medical Center, Oklahoma City, OK, is seeking Architect-Engineering (AE) Firm to do an Asbestos Abatement Survey at VA Medical Center, 921 NE 13th Street, Oklahoma City, OK 73104. A.The scope of this project will require the use of existing asbestos survey. The project will engage a A/E firm to provide detailed drawings, specifications, abatement cost calculations, and subsequent construction period services for the above referenced project. The project specifically will involve: B. 1.Review of the previous asbestos surveys a)Project scope includes a review of all existing asbestos documentation b)Personnel required to properly test and document the asbestos at the entire facility Note: The following items are required prior to contract award -Personnel must include the number of certified industrial hygienist necessary to complete tasks -Personnel must include the number of certified asbestos project designers necessary to complete tasks -Personnel must include the number of certified inspector technicians necessary to complete tasks -Contractor andcontractor's employee must possess a state of Oklahoma AHERA Inspectors license -Contractor must submit and receive approval for a health and safety plan prior to executing any work c)Scope includes taking of samples as required to fully document all asbestos containing materials d)Scope includes testing of necessary samples at third party laboratory -Third party laboratory must be accredited NVLAP (National Voluntary Laboratory Accreditation Program) to test asbestos e)Project will fully develop asbestos survey drawings that pictorially depict location of asbestos at the facility. -Drawings provide pictorial depiction of the following: oAsbestos on or in flooring oAsbestos on or in piping insulation oAsbestos on or in HVAC ducts and mechanical equipment oAsbestos on or in Roofs oAsbestos in or on Walls f)All aspects of this project must exceed the following design requirements I.Asbestos Abatement Specifications II.Asbestos Abatement Design Manual III.VA Asbestos Directives and Handbook g)Project scope will fully develop asbestos documentation to incorporate asbestos removed through renovation and remediation. a)The survey will quantify the amount of asbestos and asbestos containing materials at the site (i.e. floor tile, insulation, caulk, roofing materials etc ¦) material will be describe in pounds of asbestos. b)Contractor shall deliver a detail price estimate for the cost to remove the existing asbestos to be broken down by Labor, Material and Equipment and include the method used to estimate these costs the price will also include replacement cost of materials removed. (i.e. for copper pipe the cost will include complete remove and replacement of piping with new insulation). c)Contract Drawings, Specifications and Engineering based cost calculations shall supply a complete inventory to the satisfaction of the VA. d)The A/E firm shall provide a detailed construction schedule which includes necessary phasing of work. -Schedule will detail time required to remove asbestos from identified areas (per area) -Schedule phasing must indicate impact to adjacent areas -Schedule should indicate number of site visits required to ensure proper performance of work e)No Pre-Proposal Meeting shall be scheduled with the Contracting Officer and Engineering Representative prior to preparation of your proposal. Offerors are allowed to submit questions in writing prior to 4:00 pm CST on June 21, 2012. f)All work must be completed within 6 months 180 calendar days. A/E firm will submit 35%, 65%, 95%, and 100% submittals for review. g)The project schedule is as follows: Total project time frame is 180 days. -35% review is due 60 days after notice to proceed -Completed Work Plan -Schedule -Health and Safety Plan -Completion of Initial On Site Investigation -VA review of 35% 74 days after notice to proceed -65% review is due 104 days after notice to proceed -Review finding -Review preliminary CAD -Review preliminary Draft of Report -VA review of 65% 118 days after notice to proceed -95% review is due 148 days after notice to proceed -Review all findings -Review final CAD drawings and specifications -Review Draft Final Report -VA review of 95% 162 days after notice to proceed -100% review is due 172 days after notice to proceed -VA review of 100% 177 days after notice to proceed -VA acceptance of 100% 180 days after notice to proceed Note: The VA typically performs 100% review of documentation at 95% when all documentsare complete. A cursory review is performed at 35% and 65%. h)See General Provisions Clause 2.2362 Design Within Funding Limitations (APR -1984). The firm must work within total cost of project. Re-work required to bring cost within project budget will be at the contractor's expense. B.General: 1.Prints of any current as-built drawings will be made available to the contractor during any of his site visits if requested. The VA Engineering Department drawing files, large size copier and paper will be made available for use by the contractor for this purpose. Note: The accuracy and completeness of the as-built drawings is not warranted by the VA. The firm should expect to fully redevelop drawings based on field surveys and site inspections. 2.AUTOCAD, Version 2000 or later, a copy of the master floor plans, roof plans, and applicable utility systems of all buildings will also be made available if there is one. (http://www.cfm.va.gov/TIL/cPro.asp) 4.All Volumes of VA Standard Details (PG -18-4) are available on the following web site: (http://www.cfm.va.gov/TIL/sDetail.asp) 5.site: (http://www.cfm.va.gov/TIL/accessibility.asp) C.Construction Requirements: 1.Meeting Minutes: The contractor shall take minutes of all meetings, conferences, site visits, etc. A copy of the minutes shall be provided to the Contracting Officer for a concurrence signature. 2.Contract Drawings:Provide fully developed Contract Drawings on AUTOCAD Version 2000 or newer and provide DWG and PDF drawings via email and CD. Hard copy drawings shall be plotted at 1/16" or 1/8" scale, minimum.A larger, more appropriate scale shall be used for sections and details. The final contract drawings (as-builts) shall be black ink on E size (30" x 42") paper. (See also CADD requirements Section V.) 3.Specifications:Provide fully developed and edited specifications in a MICROSOFT WORD 2007 format. Specifications shall be sent by CD, with font type Times New Roman, 12 pt. 4.Construction Cost Estimate: Construction cost estimate shall be organized using the fifty (50) division format developed by the Construction Specifications Institute (C.S.I.). The contractor shall use MICROSOFT EXCEL 2007 in preparation of the cost estimates. The cost estimate shall include various categories of work involved, quantities, unit cost and a contingency allowance of 7.5% for renovation construction. The estimate shall also be based on the anticipated start date for construction, plus an inflation allowance for the Oklahoma City area for the anticipated time of bidding. Cost estimate must indicate open market and set aside Service Disabled Veteran Owned Small Business (SDVOSB) cost. D.DEMOLITION: Show on the plans all walls, ceilings, floors, doors, plumbing lines, drain lines, mechanical and electrical components that contain asbestos. E.ARCHITECTURAL: Show structures, doors, equipment, mechanical shafts and exterior spaces that contain asbestos materials Label each room or space with current room title and room number. Room titles on drawings shall be the same as those used in the Space Planning Criteria. Provide specific detail indicating the quantify of asbestos present in each room. Identify location of asbestos (i.e. in floor tile in glue, in pipe insulation, etc ¦.) Provide all necessary plans, details, and section views as necessary to convey necessary construction work involved with removing the asbestos including phasing and the time frames expected to finish work. F.PLUMBING AND SANITARY: Show on the plans the locations and sizes of all existing piping which is insulated with asbestos G.MECHANICAL: Show on the plans the locations of existing HVAC equipment including air handler units, chilled water and steam pre-heat coils that are insulated with asbestos. Show on the plans the locations and sizing of all existing piping and ductwork insulation that contain asbestos H.ELECTRICAL: 1.On the plans indicate all existing electrical systems and components that contain asbestos. REVIEW REQUIREMENTS, TIME FRAME: A.First Review (35%) Contract Drawings, and Specification Sections at sixty (60) calendar days after contract award including; 1.One (1) full size reproduced copies of work completed to date. Indicate work remaining to be done and/or information yet to be incorporated. 2.One electronic copy of proposed specification sections to date. Indicate work remaining to be done and/or information yet to be incorporated. Note:The VA expects the appropriate specification section to be completed for each type of asbestos contain item in the survey. The type of specification section is determine by the type and quantity of asbestos to be removed and should correspond to the following: 02 82 11Traditional Asbestos Abatement 02 82 13.13Glovebag Asbestos Abatement 02 82 13.19Asbestos Floor Tile and Mastic Abatement 02 82 13.21Asbestos Roofing Abatement 02 82 13.31Asbestos Transite Abatement 02 82 13.41Asbestos Abatement for Total Demolition Project 3.Media 1 CD(s) and email AUTOCAD 2000 or later for drawings, and specification sections in Microsoft Word (2003) format. 4.Completed Work Plan 5.Schedule 6.Health and Safety Plan 7.Completion of Initial On Site Investigation B.Review 35% comments with VA at seventy four (74) calendar days after contract award. C.Second Review (65%) Contract Drawings, Specifications, and Construction Cost Estimates at one hundred four (104) calendar days after contact award including: 1.Electronic media one CD containing specifications in separate files Microsoft Word format showing redline changes. 2.Electronic media one CD containing all full size reproduced copies of work completed to date. Indicate work remaining to be done and/or information yet to be incorporated in Adobe pdf format. 3.Electronic media on CD containing cost estimate in Microsoft Excel format and construction schedule in Microsoft Project format. 4.Review finding 5.Review preliminary CAD 6.Review preliminary Draft of Report D.Review comments with VA at one hundred eighteen (118) calendar days after contract award. E.Pre-Final Review (95%) at one hundred forty eight (148) calendar days after contract award including: 1.Three full size reproduced copies of work completed to date. The drawings shall be complete in every respect and shall have been checked. 2.CAD drawing files shall be complete in every respect and shall have been checked. File format and delivery shall be as outlined in CAD requirements Paragraph V. 3.One electronic set of specifications in Microsoft Word format. Specs shall be complete in every respect and shall have been checked with tracked changes indicated. 4.One electronic copy of construction cost estimate. Estimate shall be complete in every respect and shall have been checked. Cost estimate shall be in Microsoft Excel 2003 Format. 5.One electronic copy of construction schedule. Estimate shall be complete in every respect and shall have been checked. Abatement schedule shall be in Microsoft Project 2003 Format. F.Review Pre-Final comments with VA at one hundred sixty two (162) calendar days after contract award. G.Issue Final (100%) contract documents to VA at one hundred seventy days (172) calendar days after contract award. 1.One (1) full size copies final drawings. Sheet size and title block shall be the same as the sample provided by General Engineer. 2.Twenty (20) CD sets of electronic final drawings and specifications. Drawings shall be submitted in Adobe format with one combined indexed file Specifications shall be submitted in Microsoft Word format in one consolidated file. -All specification should have redlines removed -Right and Left margins set at 0.5 inches -Fonts type changed to Times New Roman -Fonts Size shall be 12 3.One (1) CD(s) with updated AutoCAD Version 2000 or later drawings 4.One (1) CD with cost estimates in Microsoft Excel (2003) Format H.Issue Final (100%) contract documents to VA at one hundred seventy days (172) calendar days after contract award. I.VA Review and Acceptance of 100% contract documents at one hundred eighty days (180) days after contract award CAD REQUIREMENTS: A.Drawings shall be full size two-dimensional drawings, electronically submitted. The completed drawing files shall be fully operational in AutoCAD, Version 2000 or later, a PDF copy will additionally be needed. B.Delivery format media and archive procedure for transfer of all drawing files to the office of Engineering Project Section shall be CD Read/Write Disk. No "thumb drives" will be accepted. C.Naming conventions for files will be unique and use a maximum of 8 alphanumeric characters, the file name and extension will be separated by a period. The file layer structure will follow the VA approved standard "CAD LAYER GUIDELINES" Recommended Designations for Architecture, Engineering, and Facility Management Computer-Aided Design as prepared by The Task Force on CAD Layer Guidelines. 1. Contract Drawings, Specifications, and Engineering calculations shall supply a complete design to the satisfaction of the VA. 2. The A/E shall provide a detailed construction cost estimate based on the contract drawings and specifications. The project will be designed to stay within the allocated construction budget. 3. A Pre-Proposal Meeting shall be scheduled with the Contracting Officer and Engineering Representative prior to preparation of your proposal. At this meeting, the Statement of Work will be reviewed as well as the existing conditions of the sites proposed for the new work. The A/E will have the opportunity to review As-Built Drawings provided by the VA and may obtain copies of any materials as necessary to prepare the proposal. This requirement is SDVOSB. The North American Industry Classification System (NAICS) Code is 541310, and the Small Business Size Standard is $7.0 Million. The construction magnitude cost range for this project is $250,000.00 - $500,000.00 To be considered for award, an A-E firm must be registered and certified in the Vet Biz database as a Service Disable Veteran Owned Small Business (SDVOSB). A-E firms can obtain Vet Biz registration information and annual confirmation requirements by visiting the Vet Biz web site at http://www.vetbiz.gov. The A-E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. Registration in ORCA requires an Marketing Partner Identification Number (MPIN). The firm's DUNS number and MPIN act as its ID and password into ORCA. Information in ORCA must be reviewed and/or updated when necessary, but at least annually in order to maintain active status. Firms interested in being considered for this project are to submit their completed SF 330 electronically to Ralph.Crump@va.gov no later than 10:00 A.M (CST) on December 6th, 2013. The A/E selection criteria shall include your qualifications and past performance data on an Asbestos Abatement design of a Government agency or private industry Clinic. Selection criteria will be based on: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence of an Asbestos Abatement A/E clinical design; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry on Asbestos Abatement and design of a Government agency or Clinic ; (5) Location of the general geographic area of the project and knowledge of the locality of the project THIS IS NOT A REQUEST FOR PROPOSAL.
