Description
Request for Information (RFI) #6, Air Force (AF) Key Management Infrastructure (KMI) Last Mile Load Device: Size, Weight, and Power (SWaP) Requirements 1. This RFI is issued in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information for use by the Air Force Lifecycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (CCSD), Joint Base San Antonio - Lackland, Texas, for market research and planning purposes only. 2. This RFI is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential Offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of preparing submissions in response to this RFI and the government's use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be asked to provide additional information/details based on their initial submittals. 3. Warfighters have a need to reduce the size and weight of the equipment they have to carry into battle. At the same time, because of the increasingly sophisticated threat, the performance of this smaller, lighter equipment must improve over its legacy equivalents. The AF is interested in reducing the size and weight while improving the power and performance of next-generation cryptographic key load devices. The purpose of this RFI is to determine the state of technology for cryptographic key load devices and the ability of industry to adequately satisfy existing and future Size, Weight, and Power (SWaP) capabilities. a) Currently defined AF thresholds are as follows: a. Portable Key Loader (PKL) - A next generation load device is desired to meet future tactical and non-tactical delivery of Cryptographic Key Material. The government intent is to achieve netcentric, coalition friendly, integrated distribution, management, and loading capabilities. Size: No larger (Inches) than 8.75 L by 10.0 W by 2.75 D. Weight: No heavier than 3 pounds. Power: Batteries shall be rechargeable, low maintenance, non-spill, thermal safe and run at least as long as existing load devices or the industry standard, whichever is better, on a single charge via US or worldwide AC or DC power; and be capable of incorporating current and future power sources. Examples include, but are not limited to: USB port, Cigarette Lighter, Trickle Charge (solar, mechanical crank), Parasitic (power from another device), etc. b. PKL-Tactical (PKL-t) - Smaller, faster, special operations, and tactical applications. Size: As small as possible to meet ruggedized and environmental constraints. Weight: No heavier than 1.5 pounds. Power: Same as the PKL, but with the smallest form factor possible to accomplish a single tactical/special operations mission. Batteries may also be commercially available single use dry chemical type. 4. Please provide answers to the following questions which may help in determining technical and performance requirements: a) Is it feasible to incorporate key load functionalities into wearable technology (1.14"L x 1.03"W x 1.46"D dimension)? b) Is it feasible to create wearable key load technologies that conform to MIL-STD-810G, or some lesser amount of ruggedization? c) Is it feasible for a load device to use a communications connection from another communications device to receive power (e.g., Pin F, center pin (4.5V,130mA) on a current crypto device)? d) What is the minimum amount of current required by mobile devices that run an operating system? Can a device be constructed and economically mass produced that has a current requirement of less than 100mA with a supply voltage of 4.5V? If not, what is possible, considering normal manufacturing capability? e) Is it feasibile to garner recharge capabilities on moving land, sea, and air transport platforms? f) Have you successfully incorporated key distribution, management, and load functionalities into products that meet the SWaP requirements listed above in 3.a) and 3.b)? If so, please provide examples and SWaP specifications of these products and the associated capabilities. g) Have you successfully incorporated key load functionalities into products that meet the SWaP requirements listed above in 4.a) into wearable technology? If so, please provide examples and SWaP specifications of these products and the associated capabilities. h) Is it feasible for the device to use a "no-memory" battery? Why or why not? i) Do you have any questions, comments, or suggestions you would like to share with us? 5. Respondents to this RFI are advised that proprietary, confidential, or privileged commercial data submitted as part of your response may be released to the following non-Government advisors supporting the Government in this activity: Jacobs Technology MITRE PE Systems Quantech Although the Government's contracts with these advisors require non-disclosure agreements, please indicate in your response to this RFI any objections you may have to the use of these advisors. Specify the name of the advisor, specific basis of the objection, and the specific portions that the respondent objects to disclosure to the non-Government advisor. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Respondents are responsible for protecting proprietary information at the appropriate classification level. Proprietary information will be safeguarded in accordance with applicable Government regulations. 6. As indicated above, this is market research. Your responses will be used for planning purposes only at this point.
