- Agency/Office: Air Force Materiel Command Location: AFLCMC/HB - Hanscom Title: Combat Identification (CID) Server Contractor Support Description(s): NOTICE OF CONTRACT ACTION (NOCA) - AFLCMC/HNAK intends to issue a sole-source contract to BAE Systems, Greenlawn NY, for Contractor Support services. The Government contemplates a base year and options extending through the end of Operation Enduring Freedom (OEF). The Government anticipates award on or about 30 April 2014 using firm fixed price contract type. BAE Greenlawn will provide a Field Service Representative to ensure the system operates and is available 24/7/365 to support military operations in theater. The contractor will also provide system monitoring, operator training and instructional material for military operations. The Government has limited technical data rights and restricted software rights for the CID Server, which are not sufficient for conducting the required maintenance and support. The statutory authority which permits other than full and open competition for this acquisition is Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1. Under the contemplated contract, BAE Systems will provide for continued highly specialized CLS services and support for the CID Server to meet operational availability, IT interconnectivity, and operational training requirements efforts mentioned herein. This notice neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. THIS IS NOT A REQUEST FOR PROPOSAL, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's contract.
