- Sources Sought Notice This SOURCES SOUGHT NOTICE is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the government plan its acquisition strategy. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION EXISTS AT THIS TIME. The United States Department of Agriculture/Foreign Agricultural Service (USDA/FAS), Office of Capacity Building and Development (OCBD), is implementing a U.S. Agency for International Development (USAID)-funded program in Bangladesh in support of the Feed the Future (FtF) initiative. Specific activities target strengthening Sanitary and Phytosanitary (SPS) systems (including food safety) as well as agricultural statistics, analysis, and marketing. To assist with this initiative, the USDA Farm Services Agency (FSA) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including small business set-asides, small disadvantaged businesses (SDB), 8(a) small businesses, woman-owned small businesses (WOSB), veteran owned small businesses (VOSB), service-disabled veteran-owned small businesses (SDVOSB), and Historically Under-utilized Business Zone (HUBZone) small businesses capable of providing to a Program Coordinator to serve in Bengladesh who can support implementation of these programs. All responding small business firms are requested to identify their firm's size and type of business to the anticipated North American Industrial Classification System (NAICS) code. For this acquisition, the NAICS code is 541611 and the Small Business Standard is $14M. Overview: The USDA-FSA is conducting market research to identify sources capable of providing a Program Coordinator that would provide in-country management for the implementation of activities managed by USDA under the USAID-funded program. This position includes responsibility for activity implementation, financial monitoring, logistics coordination, evaluation, and reporting the achievement of program objectives. S/he would work jointly with technical specialists in areas concerning SPS and agricultural market information. S/he would provide direct logistical and administrative support for the successful planning of program activities. S/he would monitor, in a timely fashion, any activities of locally engaged staff (LES) in support of the program that must be administered by U.S. government employees with access to U.S. Embassy systems, and s/he would coordinate closely with OCBD and FAS' regional post in India on the overall development of activities. S/he would also provide support in navigating issues through the U.S. Embassy as necessary. Professional experience in Bangladesh and understanding of existing country regulatory policy and existing trade capacity building programs is desirable. S/he must also have the ability to communicate to a broad range of audiences; demonstrated capacity to contribute to a team management structure; and a demonstrated ability to work collaboratively with a range of professional counterparts at all levels. Previous project management and logistics coordination experience is necessary. Strong interpersonal skills and superior written and oral communication skills are essential. Fluency in English is required, and proficiency in Bengali is preferred. The Program Coordinator will be based in Dhaka and no relocation funds will be provided. Period of Performance: 1 January 2014 to 31 December 2014 Other specific tasks: A. Work cooperatively with USDA/FAS/OCBD/Washington, FAS/New Delhi, and FAS/Bangladesh to implement USDA-managed programs. B. Provide monthly and/or quarterly written progress reports to FAS Washington and New Delhi, and participate in teleconferences as directed by the USDA/FAS/OCBD/Washington SPS Program Manager. C. Coordinate with FAS/Washington, the U.S. Embassy in Dhaka, FAS/Bangladesh, FAS/New Delhi, and USAID/Bangladesh and maintain responsibility for development and implementation of activities such as training workshops, roundtables, seminars, and other capacity building initiatives. D. Provide operational oversight to the LES at FAS/Bangladesh to ensure that all programmatic planning and logistical tasks that can only be administered by U.S. government employees are completed successfully in a timely manner. E. Provide direct logistical and administrative support for the portion of activity planning that does not require access to U.S. Embassy systems. Please, no include promotional materials Interested firms responding to this market survey are requested to provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses Capability statements are requested to include a list of three customers (Government/non-Government) within the past 5-years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If statements are not received from at least two responsible small businesses, or if the Government determines that no small business concerns are capable of performing this requirement based upon an assessment of those submitted, the Government may proceed with a full and open competition.
