- USTDA received inquiries on how many separate sites the Grantee would like the selected Contractor to visit. The Grantee has 20 main sites in mind, the exact number will be determined in Task 2.1 and Task 2.2 of the Terms of Reference. USTDA received inquiries on how many cities the central and support units encompass. The Grantee has stated that all 19 central and support units are located in Bucharest, but the Grantee's 15 subordinate units have territorial units. USTDA received inquiries as to whether there is an alternative site identified for the disaster recovery center. The Grantee stated that no alternative site has been determined; it will be identified in this project. USTDA received inquiries as to how much lead time is generally required in arranging interviews with Romanian representatives. The Grantee believes that two weeks maximum/between 5 to 10 business days is adequate. USTDA received inquiries as to whether a translator will be provided. There will not be a translator provided. This is a service that must be provided by the selected Contractor. USTDA received inquiries as to whether there are any Romanian holidays that should be considered while scheduling interviews. There are 4 that potential bidders should be aware of: April 21, May 1, June 9 and August 15 in 2014. USTDA received inquiries as to how many sites are considered classified. All the sites selected for the study are considered classified. USTDA received inquiries as to what is considered classified. Information pertaining to server/network/application inventory and their interfaces are all considered classified. USTDA received inquiries as to whether the selected Contractor will be able to survey sites with high security or classified processing. The selected Contractor will not be able to do this. USTDA received inquiries as to whether the selected Contractor can use tools such as PlateSpin, Recon, and or VMware Capacity Planner. The selected Contractor will not be able to use this equipment on servers that are being considered. USTDA received inquiries as to the access the selected Contractor will have to application owners/developers. Since some applications were developed by the Grantee and others were selected by public procurement, access will be on a case-by-case basis. USTDA received inquiries as to whether the selected Contractor/subcontractor will be able to bid on the next phase RFP developed in the study. The Grantee has responded with "According to OUG no. 34/2006 concerning the award of public procurement contracts, public works and services concession contracts: Article 66 In the course of the procurement procedure, the contracting authority has the obligation to take all necessary measures to avoid situations likely to result into a conflict of interest and/or unfair competition. Article 67 The person or entity who participated in preparing tender documentation has the right to participate as offeror, associate offeror or sub-contractor, but only if his involvement in the preparation of the request is not likely to distort competition. Article 68 Individuals or legal persons who participate directly in the process of verification/evaluation of proposals/offers have no right to be an offeror, associate offeror or sub-contractor, under the penalty of exclusion from the procurement procedure." USTDA received inquiries as to whether it is required that offerors' proposals include proof that the offeror or subcontractor (s) have commenced the proceedings to obtain the industrial security Authorization. This information is contained in Attachment I, which was issued on the Federal Business Opportunities website. USTDA received inquiries as to whether Contractors are required to obtain MEDEX Frontier or Defense Base Act Insurance. This is not a mandatory part of the proposal. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 12:00 PM local (Romania) time on December 2, 2013.
