Description
Solicitation Number: AB-133F-14-RQ-0009 Notice Type: Pre-Solicitation Notice Synopsis: The National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service (NMFS)/National Marine Mammal Laboratory (NMML) has a requirement for a project lead for its Aerial Survey of Marine Mammals (ASAMM) program. The NMML conducts research on marine mammals important to the mission of NMFS with particular attention to issues related to marine mammals off the coasts of Alaska, Washington, Oregon, and California. This research provides information to various domestic and international organizations. The research also determines status and trends of marine mammal populations and their abundance, stock structure, mortality, and net productivity. To obtain this data, surveys are conducted by ship and aircraft and on land. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and services necessary to perform the aerial surveys in the Arctic Alaskan environment, except as noted in the Performance Work Statement (PWS). The resulting contract will have a base period of performance (including a phase-in period of approximately thirteen (13) days) from time of award or approximately 16 February 2014 to 30 June 2014, with four one-year option periods, consecutively occurring after the base period. The solicitation will be competed unrestricted (full and open). The North American Industry Classification Code System (NAICS) code for this procurement is 541620 and the size standard is $14 million dollars. All responsible and fully responsive sources may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as a fixed-price contract. Solicitation documents will be made available for download on or about 27 November 2013 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is 6 January 2014; however, the actual date offers are due will be stated within the solicitation documents. Prospective offerors are urged to submit any questions they may have, in advance and in writing, to Contract Specialist Angela Royster (angela.royster@noaa.gov) with a courtesy copy sent to Contracting Officer Kate Steff (kate.r.steff@noaa.gov). Telephonic requests for the solicitation will not be honored. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, and ensure that the applicable NAICS code is included in its SAM profile prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. NO award shall be made unless the vendor is registered in SAM.
