- Question: Ms Martin can you clarify in paragraph 1.6.7 in the solicitation the term MTF and where can I find more information on this? Answer: Military Treatment Facility. Note: Contractor / Vendors. Badges will only be issued to non-DoD cardholder personnel who successfully pass a NCIC III check and meet the enrollment processing requirements who otherwise do not meet the requirement for issuance of a CAC or DoD teslin card. This applies to contractors and vendors who are sponsored as having an official purpose and are approved for access by the Installation Commander (IC) or designated representative. Contractors and vendors requiring physical access to the installation or facility longer than 24 hours, but do not require access to a DoD computer network, will have a government employee sponsor/Contract Officer Representative who will provide the contractual agreement with a cover memorandum signed by a verifying officer vouching for the need to possess a long term Contractor/Vendor badge. The expiration date of the badge will be the end date of the contract or visit, or the expiration date of the sponsor's credential, whichever occurs first. Question: How many days would the bus be required for each of the following trip and I would need the number of hours service will be needed including time of pick up and drop so I can get you the most accurate price. Below is the list of trips. 1) Fort Jackson, South Carolina 2) Charleston (Naval Weapons Station), South Carolina 3) Fort Eustis, Virginia 4) Fort Lee, Virginia 5) Winston Salem, North Carolina 6) Seymour Johnson, North Carolina 7) Greensboro, North Carolina 8) Goldsboro, North Carolina Answer: Below is the estimated number of days including travel: ***Note 1: Days are estimated and may change based upon mission requirements. ***Note 2: The driver stays with the bus and/or is on call. The driver is responsible for the in and around travel such as: taking BDC employee's from the hotel /barracks to the blood drive and return trip to the hotel at the end of each day; taking employee's to a restaurant or to a store as a group. CLIN one mentions drivers' hotel room. ***Note 3: A tentative yearly schedule will be provided to contract Awardee. Fort Jackson, SC (1-2 day blood drive including travel); Charleston, SC (3-day including travel); Fort Eustis, VA (4-day including travel); Fort Lee, VA (2-day including travel); Winston Salem, Seymour Johnson, Greensboro, and Goldsboro NC (1-day including travel). West Point blood drive is for 10-days. One day drives- pick-up is at the Blood Donor Center 0700 and return as late as 2330. Two or more day drives- pick-up at 1200 return last day of drive as late as 2330. Question: I would like to know if this is a new solicitation or if there is a current contract holder. If so, can you please tell me who had the current contract? Answer: Yes this is a new solicitation to replace the current contract which expires on February 2nd 2014. The current contract holder is DAPTCO Motorcoach Services, LLC. Question: What's the definition of a quote mark Sanitized quote mark technical proposal? Answer: No names, no company logos, etc. shall be included in your technical response except on the cover page (how you will perform the contract as outlined in the PWS and ADDENDUM TO 52.212-1). After the solicitation closes there is a technical board to evaluate the proposals and they are not to know who they are evaluating. Question: 1. Has this contract or similar been awarded in the past? If so is that information public knowledge and can that information or past award be viewed? 2. Is there a pre bid conference scheduled? Answer: Yes there is a current contract in place like this (W91247-08-D-0607). The current contract has the same line structure and a very similar PWS to the Combined Synopsis/Solicitation posted.
