Description

The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement (BOA) N00019-14-G-0004 with Sikorsky Aircraft Corporation (SAC), Stratford, CT. The anticipated order will be to develop and deliver a Depot Structural Repair Manual (SRM) for the MH-60 aircraft. The scope of work will include the addition of new part numbers of structure on the MH-60S and new criteria will be developed for structures that either need to be updated or added for the MH-60S: Armed Helo and Organic Mine Counter Measures (OAMCM) configurations. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' SAC is the prime contractor for the MH-60 aircraft and is the only known source with the knowledge, experience, expertise and proprietary technical data required to successfully perform these tasks.
