- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Hitachi for a maintenance service agreement, period of performance 01/15/2014-01/14/2015, in accordance with the format in Subpart 12.6, as applicable, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-5-14010. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 September 30, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 811219 and the small business size is $19.0 M. The Rocky Mountain Laboratories, (RML) has a need for a service agreement on existing Hitachi Microscopes. The equipment must be covered under a full service plan (covering travel, parts and labor for remedial repair plus 2 preventive maintenance visits per year) with a period of performance of 01/15/2014-01/14/2015. Equipment to be covered: • C-H-7500, component 11245, Model H-7500 • C-536-9083 SU8000-II FE-SEM component 11247, Model # SU8000 C-HHTC-CHAMB CHS05 Chamberscope A-47mm/MON; • C-595-9123 S-5200 FE-SEM component 11246 C-595-9733 S-5200 YAG Backscatter; C-595-9711 S-5200 Video Amp; C-595-9714 S-5200 Photomulti Power Supply This agreement must be invoiced quarterly in arrears. Hitachi High Technologies is the manufacturer, and this equipment must be serviced by Hitachi certified technicians. This agreement must also provide 2 preventive maintenance visits to be performed during the covered period, plus labor, expenses, parts and travel for an unlimited number of on -demand service calls. Response time shall be within 48 hours. Consumables are not included. Preventive Maintenance shall include replacement of parts, inspection and replacement of vacuum pump oils, seals and filters, inspection and replacement of vacuum hoses, air lines and water lines, inspection and adjustment of all systems and column alignment and inspection of image. FOB Point shall be Destination; Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (FAR 52.204 (b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database (www.sam.gov) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR 52.204-9 Personal Identity Verification of Contractor Personnel; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3. Offerors Representations and Certifications Commercial Items at website https://www.sam.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, and the best value to the government.
