- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being required and a written solicitation will not be issued. Federal Acquisition Regulation (FAR) subpart 12.6 is being utilized in conjunction with FAR 13 and 16.5. Solicitation number D14PS00014 is being issued as a Request For Quote (RFQ). The Government intends to award a single indefinite-delivery/indefinite-quantity (IDIQ) type contract entitled "Pricing Review and Information" and Task Order 1 entitled "Organic Crop Markets and Western Area Speciality Crop Budgets" as a result of this solicitation. The Government will not be awarding IDIQ contracts to multiple offerors; resultant IDIQ award will be a single-award IDIQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20005-70. All clauses within the IDIQ contract apply to any resulting task orders issued during the period of performance of the IDIQ. NAICS code Number 524298 entitled "All Other Insurance Related Activities" with a size standard of $14.0 million; Product Service Code R410 "Support-Professional: Program Evaluation/Review/Development." This is a notice that this contract is a total small business set-aside. Only quotes submitted by small businesses will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business will not be considered for award. Deliverables are noted at a high level within the IDIQ solicitation and will be noted in detail in each of the individual task orders. The objective of the IDIQ contract overall is to obtain information and data to develop representative production budgets for specialty crops and to research and obtain information and data regarding organic crops. This effort will involve several phases that will be accomplished via task orders. The IDIQ will have a base period of performance of twelve months and four, twelve-month optional periods. The periods of performance for each individual task order will be identified in the task order. The anticipated period of performance for task order 1 is five months, including 30 days for Government review period. Offeror's must also ensure that their firm is registered in the System for Award Management (SAM) and the NAICS code of 524298 is registered. For information, refer to http://www.sam.gov. Offerors must submit all questions concerning this solicitation in writing by e-mail to the Contracting Officer, Roger_Henriquez@ibc.doi.gov and Contract Specialist Joshua_Watkins@ibc.doi.gov. All questions must be submitted via e-mail, and received no later than 12:00 PM Eastern Time (ET) on November 27, 2013. Acquisition Services Directorate will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors.
