- Synopsis: The Defense Logistics Agency-Energy (DLA-Energy) is seeking quotations for a total of 15,000 Gallons for Biodiesel B20 (BDI) going to Warner Robins, AFB GA for delivery on November 19, 2013. (i) Evaluation will be conduction using simplified acquisition procedures in accordance with FAR Part 13. All responsible sources may submit a quotation which shall be considered by the agency. (ii) The solicitation number is SP0600-14-Q-0209 and this is a request for quotations. A firm fixed Price will be awarded. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular September 30, 2013. (iv) This is a small business set-aside and the NAICS code is 324110. (v) Product: Biodiesel B20 (BDI) Quantity: 15,000 Gallons (vi) Delivery Mode: Tank Truck (TT) with pump. (vii) Delivery Location: Warner Robins AFB, GA 640 Richard Ray Blvd FOB Destination Delivery Date: November 19, 2013 Delivery Hours: 0800-1300 Loading rack meter required. NOTE: A CERTIFICATION FROM THE FUEL SUPPLIER IS REQUIRED FOR EACH SHIPMENT TO INCLUDE: A. NAME OF FUEL SUPPLIER B. DATE OF DELIVERY C. VOLUME OF FUEL DELIVERED IN SHIPMENT D. FUEL COMPLIES WITH ASTM SPECIFICATIONS AND E. SULFUR CONTENT OF THE DELIVERED AND THE METHOD USED TO DETERMINED THE CONTENT. THIS FUEL IS CAPITALIZED (viii) FAR 52.212-1, Instructions to Offerors -- Commercial, applies. All quotes shall include the following minimum information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, and E-mail. All vendors must have active SAM registration https://www.sam.gov/portal/public/SAM/ and must not be on any excluded parties list. (ix) Lowest price technically acceptable will be used to evaluate the offer under FAR 52.212-2, Evaluation - Commercial. (x) FAR 52.212-3, Offeror Representations and Certifications applies to this acquisition. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. (xv) Please submit the price as a per gallon price with all applicable taxes included in the price except federal excise tax.
