Description
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are hereby being requested. Solicitation RFQ-RT-14-00003 is being issued as a Request for Quote (RFQ). The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price contract under Federal Acquisition Regulation (FAR) Part 13. This requirement is being solicited as an unrestricted procurement. The North American Industry Classification System (NAICS) code for this acquisition is 517919 size standard of $30.0M. This requirement being solicited is for Neutral Host Installation and Maintenance for A Annex Project ? Labor and Installation, Maintenance Main Campus Coverage, Basement Coverage and Penthouse Coverage for Year 1 (Base Year). Neutral Host Maintenance Option Year 1 Maintenance Main Campus Coverage, Basement Coverage and Penthouse Coverage, Neutral Host Maintenance Option Year 2 Maintenance Main Campus Coverage, Basement Coverage and Penthouse Coverage. Neutral Host Maintenance Option Year 3 Maintenance Main Campus Coverage, Basement Coverage and Penthouse Coverage. Neutral Host Maintenance Option Year 4 Maintenance Main Campus Coverage, Basement Coverage and Penthouse Coverage. Solicitation Provision FAR 52.212-2, Evaluation -Commercial Items is hereby incorporated by reference with the fill-in for paragraph (a) of: Sub-Factor 1 ?Past Performance: 35 Points: Vendors providing a quote must demonstrate successful past performance on projects that are of the same size, scope, and complexity. Submit information for up to five (5) of the most recent contracts (may include purchase orders, task orders, and subcontracts) completed during the past three years or that are currently in process which are similar in nature to this requirement. These projects may be with Federal, State and local governments, as well as commercial businesses. Information submitted must include the size, scope, and complexity of operations and any other information you feel is pertinent to establish your firm's capability to perform under this requirement. Vendors shall submit the information requested below as part of their quotation for both the vendor and any proposed subcontractors. Past performance information will be used as an evaluation factor for award. Include the following information for each contract and subcontract listed: (a) Name of contracting activity (include address, phone number & fax number) (b) Point of Contact (includes phone number and email address) (c) Contract number. (d) Contract title. (e) Contract type. (f) Brief description of contract or subcontract and relevance to this requirement. (g) Total contract value (h) Dollar value of relevant work-Name of project/contract number (i) Period of performance. Sub-Factor 2 ? Technical Approach: 25 Points: Vendors shall provide a clear and concise narrative description that addresses their demonstrated ability to meet the technical requirements for each section in the PWS and shall demonstrate a thorough understanding of the technical requirements in the PWS. Vendors shall concisely and accurately discuss the nature of the Neutral Host In-Building Wireless Repeater System goods to be delivered and services to be performed. Vendors shall demonstrate a detailed and workable approach to performing all of the required services in the PWS. They shall provide detailed information that addresses their proposed approach and capabilities to meet the technical requirements for the PWS. This approach must be technically sound, logistically appropriate, and efficient. The approach shall include an itemized schedule of all milestones and deliverables for the managing the work entailed within this Purchase Order. Sub-Factor 3 ? Corporate Experience: 25 Points: Vendors shall provide project experience similar in size, scope, and complexity to the effort in the SOW. This section of the Quotation shall describe similar Corporate Experience for the design and implementation of In-Building Neutral Host Multi-band Wireless Repeater Systems for 3 projects during the last 3 years. Sub-Factor 4 ? Staffing Approach: 15 Points: Vendors shall describe their staffing approach including resumes for key personnel, letters of intent and any specialized expertise as required. Vendors shall demonstrate their ability to select, provide, maintain, and retain appropriate personnel. Technical and past performance when combined, are more important, compared to price. The government will award on the basis of best value. Contractors are reminded to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote.
