Description
The Department of the Navy, Space and Naval Warfare Systems Command SPAWAR), in support of the Program Executive Office Enterprise Information Systems (PEO EIS) and the Sea Warrior Program Office (PMW 240) plans to acquire a Commercial-Off-the-Shelf (COTS) software solution for the Naval Justice Information System (NJIS). NJIS will serve as the Department of the Navy's (DON's) enterprise information system for support of the United States Navy (USN) and the United States Marine Corps (USMC) criminal justice community's case management and Defense Incident Based Reporting System (DIBRS) reporting requirements. The Government intends to issue a 100% Small Business Set-Aside competitive solicitation, utilizing FAR Part 12 procedures (Acquisition of Commercial Items). It is anticipated that a Firm-Fixed Price (FFP), single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will result from the solicitation. Contract Line Items (CLINs) will be established for: NJIS COTS Perpetual Licenses; Software Maintenance; Software Implementation; and Training. The ID/IQ contract will have a 60-month ordering period. Contract award is anticipated in early March 2014. Draft RFP documents are posted at the SPAWAR E-Commerce Central website at: https://e-commerce.sscno.nmci.navy.mil. The "Use Case" scenario has been removed from the Draft RFP (Addendum) and will be provided in the final RFP. It is expected that a final RFP will be posted to the above website within 30 days. The NAICS Code for this effort is 541512, Computer Systems Design. Feedback on all posted documents from potential offerors is welcome. All questions and/or feedback pertaining to this procurement should be submitted via email to Mark.e.stmortiz@navy.mil no later than 22 November 2013. It is the responsibility of any potential offerors to monitor these websites for release of the solicitation and any amendments thereto.
