FEMA REGIONS MAP CAPABILITIES CHART PWS QUESTIONS Request for Information (RFI) HSFE70-14-I-0001 Leased Mobile Facilities and Related Services and Maintenance 1.0 Description 1.1 The purpose of this Request for Information (RFI) is 1) to identify sources and learn about the capability of the market, 2) to compile detail about potential suppliers and their capabilities-to identify qualified sources, 3) to advise potential suppliers that FEMA intends to source this product and services competitively, and, 4) to gather information in a way that decides the next step on Mobile Facilities with all the related services and maintenance. 1.2 The primary mission of the Federal Emergency Management Agency (FEMA) is to reduce the loss of life and property and protect the nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters by leading and supporting the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery and mitigation. FEMA may provide as supplemental assistance to shelter providers, when requested by a State, pursuant to Section 403(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (public Law 93-288) as amended. 2.0 Background Information 2.1 General Information -- Historically, there has been an absence of adequate and appropriate support and care for disaster survivors within shelters. The Leased Portable Facilities and Contracted Services have been developed in conjunction with the FEMA Office of Disability integration and Coordination with guidance from subject matter experts in emergency management. 2.2 Project Information - to respond to the states in providing supplemental assistance to shelter providers FEMA is seeking to establish via contracting for leasing of portable facilities. See the attached "Draft Statement of Work." 3.0 Request for Information 3.1 FEMA requests information concerning this market, and gauging interest in this requirement: 1) to identify sources and learn about the capability of the market, 2) to compile detail about potential suppliers and their capabilities-to identify qualified sources, 3) to advise potential suppliers that FEMA intends to source this product and services competitively, and, 4) to gather information in a way that decides the next step on Mobile Facilities with all the related services and maintenance. 3.2 Desired Response. Please see attached 1) spreadsheet, 2) questions, 3) map of the FEMA Regions. Please provide as much as information and answers to questions to assist FEMA to understand the market and prepare a realistic requirement package to solicit qualified contractors. 4.0 Instructions 4.1 FEMA will consider all submittals responsive to this RFI for purposes of deciding whether to issue a solicitation and to develop the content for the solicitation. FEMA may hold all responses received for an extended period of time or may destroy them. In no case will FEMA return any responses to the originator. Respondents must clearly and appropriately identify and mark all information desired or required to be handled as proprietary or as confidential business information. FEMA will safeguard such information in accordance with applicable federal regulations. When reviewing the submissions, FEMA may request additional information or a presentation. These presentations provide an opportunity for the vendor to show how their submittal will provide the necessary outcomes desired by FEMA. FEMA will schedule any such presentations or requests for additional information, or if needed may post second RFI. If all fails FEMA may hold an industry day. 4.2 General Due Date -- Any and all questions regarding this RFI must be submitted by email to keith.harding@fema.dhs.gov or zahra.hashmi@fema.dhs.gov, and please reference the pertinent section of the RFI being questions. The deadline for questions is Monday December 02, 2013, 10:00am EDT. All questions and answers will be posted in FedBizOpps. 5. Additional Notes: 5.1 Contractors who believe they have the ability to satisfy all of the deliverables outlined in this RFI and the attachments are encouraged to submit a capability statement, answer questions and complete the capability chart. The capability statements will be evaluated based on the information provided in relation to the objective and requirements outlined in the solicitation 2. Capability statements shall include the following information: company name, address, point of contact, phone/fax/e-mail. The remainder of the capability statement should be tailored to the deliverables outlined in the attachments. Your responses to the information requested will assist the Government in 1) understanding the market capability, 2) vendor capability, 3) preparing acquisition documents which is realistic, and 4) determining the appropriate acquisition method, including whether a set-aside is possible. 3. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether 1) FEMA is addressing its requirement in a way that fits in this market, and 2) sufficient businesses possess the experience, expertise and qualifications to ensure competition under a set-aside or full and open acquisition. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government.
