Description
The Marine Corps Systems Command (MARCORSYSCOM) Family of Shelters and Shelters Equipment (FSSE) is conducting market research and seeking potential sources and best practice information regarding the availability of an Expandable, One Side, 10 ft Rigid Wall, International Organization for Standardization (ISO) Shelter, that can be integrated with the current commercial off-the-shelf (COTS) workstations that include workbenches, desks, shelves, and storage cabinets etc. These workstations are needed to accommodate various maintenance and calibration tasks on electronic equipment performed inside the shelter. In addition, the workstations shall be able to be utilized while in the closed/transport mode and be compatible with the Medium Tactical Vehicle, Replacement (MTVR). (ISO Shelter internal dimensions: expanded/operational mode - 19.1Lx13Wx7.1H and closed/transport mode - 9.55Lx6.5Wx7.1H). Vendors who believe they have a product capable of meeting these requirements are requested to provide two (2) copies of the following: product literature, brochures, photos, drawings, test data (if available), Convention for Safe Containers (CSC) certifications, price lists, warranty coverage, capability statements, experience descriptions, design approaches, design concepts, past performance, and any other relevant information (such as design elements relevant to ASTM E 1925-10 (Specification for Engineering and Design Criteria for Rigid Wall Relocatable Structures) and associated subordinate/referenced specifications). Responses must identify planned capabilities or modules not yet available for sale, testing, etc. For such planned capabilities or add-on modules, vendors must provide the development and implementation schedule to bring the capability to fruition. Vendors are also requested to provide information regarding business size to evaluate whether any future solicitation should be issued as a total small business set-aside under the authority of FAR Part 19.502-2 or as a Historically Underutilized Business Zone (HUBZone) small business set-aside under authority of FAR Part 19.1305. Any HUBZone offer submitted shall be in compliance with FAR 52.219-3 and 52.219-14. In order to assess whether small businesses can offer fair and reasonable prices if this requirement were to be set aside for small businesses, all capabilities statements submitted shall clearly state estimated prices for these shelters. Interested parties shall also meet the requirements of FAR 52.219-14, Limitations on Subcontracting. Therefore, capabilities statements shall also state whether the workstations are being wholly manufactured by the interested party submitting the response or whether the workstations are being manufactured by a different vendor(s). If the proposed workstations are being manufactured by other vendor(s), the response shall identify those vendor(s) and the percentage of the cost they are responsible for in regards to manufacturing the item. No telephone calls will be accepted and only questions related to technical matters will be accepted via email. Any and all information submitted will not be returned. All data received in response to this announcement marked or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. This sources sought announcement is requested for informational purposes only in accordance with FAR 15.201. This is not a Request for Proposal (RFP), Invitation for Bid (IFB), Request for Quotation (RFQ), or an announcement of a solicitation. No solicitation document exists. Note that the submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure these items, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information received. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this Request for Information (RFI) and Government use of such information.
