Description
Pre solicitation notice P687 1 MW CHP Microturbine Plant, Camp Barrett, Quantico, VA: The goal of this project is to provide a more reliable, secure, energy efficient, and cost effective solution to providing high temperature hot water (HTHW) and electricity to Camp Barrett facilities. This project consists of the design and construction of a combined heat and power (CHP) generation facility at the Camp Barrett Boiler Plant. The CHP generation facility will consist of five 200 kW natural gas fired microturbines. The approximately 1 Megawatt (MW) of electricity generated by the microturbines will be fed into the Camp Barrett distribution grid. The microturbines shall be capable of operating in either grid-connected (grid operational) or stand-alone (grid is down) modes. The waste heat from the microturbines will be captured and used to provide HTHW to Camp Barrett facilities (approximately 20 buildings including barracks, administration and dining facilities). Two new, high efficiency, natural gas fired boilers (approximately 5.6 MMBTU/Boiler) will supplement the waste heat captured from the microturbines to meet peak HTHW demands during normal operation and satisfy the total HTHW demand in the event of microturbine failure. In addition to the CHP generation facility, this project includes installing new underground HTHW distribution piping (approximately 10,000 linear feet), installing new natural gas piping (utility company will install gas piping upstream of the utility meter) to the Camp Barrett Boiler Plant, and installing medium voltage switches and distribution to the Camp Barrett distribution grid. Contractor shall interface new with existing equipment to achieve a complete, properly functioning system. Any construction phasing shall be per RFP requirements (RFP will not be provided at this time). The Contractor will be required to demonstrate proper system performance and functioning in all modes of operation (grid operational and grid is down, etc.).
