Description
Defense Logistics Agency (DLA) Aviation is issuing a solicitation for a single firm-fixed price contract for NSN 4710-01-331-3017 (Tube Assembly, Metal -- Part Number 11313017) for a quantity of 310. This item is a Critical Application Item and Configuration Control applies. FOB Destination to stock location; Inspection and Acceptance at Origin for this Critical Application Items. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract action is for supplies for which the Government intends to solicit and negotiation on an unrestricted basis using Other Than Full and Open Competition as prescribed by the Federal Acquisition Regulation (FAR) 6.302-1, Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements. The item in this solicitation is limited to General Electric (Cage: 07482) or Rhinestahl Corporation (Cage: 5QE71). The solicitation will be posted on or around 10 December 2013; proposals received within forty-five (45) days after the date of publication of the solicitation will be considered by the government. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to the solicitation. The response should include a completed surplus certificate, DLAD 52.211.9000, Government Surplus Material, or adequate traceability documentation to show the products are acceptable. In addition, respondents should identify quantities available and prices. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. Any manufacturer, other than the approved sources wishing to submit a proposal on these items, must submit a complete source approval request (SAR) package. A copy of the solicitation will be available via DLA's Internet Bid Board Site (Dibbs) www.dibbs.bsm.dla.mil/RFP/ on or around 10 December 2013.
