Description
This is a readvertisement of an ad originally posted on July 18, 2013. The purpose of the readvertisement is to further clarify special tenant requirements. The General Services Administration (GSA) seeks to lease the following space: Delineated Area: North: I-95/495 (Capital Beltway) East: 295 (Baltimore-Washington Parkway) South: Maryland/Washington, DC, Boundary West: US 29 (Colesville Road) Approximate Sq. Ft. (ABOA): 62,000 - 75,000 Approximate Sq. Ft. (RSF): 70,000 - 85,000 Space Type: Office, lab and related space Parking Spaces (Reserved): There shall be 7 reserved spaces for Official Government Vehicles. Parking Spaces (Total): There shall be a minimum of 277 parking spaces available on site or within 1,000 walkable linear feet to the Government for employee and staff parking. Lessor and Government tenant shall contract directly for all parking spaces over and above the 7 reserved spaces for official Government vehicles. Full Term: Fifteen (15) years Firm Term: Fifteen (15) years Option Term: N/A Additional Requirements: - The offered space must be contiguous. - The offered building must have the ability to accommodate ISC Level II Security Requirements. - Laboratory Space and Specialized Storage Areas: - Approximately 12,000 RSF of laboratory space, 530 USF of hazardous waste storage, 96 USF of flammable solvent storage, and 345 USF of storage room. The balance of the space requirement shall be office. - Must be located on grade and arranged to provide for the efficient transport of hazardous materials within and between the lab space and storage rooms without traversing administrative areas of the building. - Must have a minimum 15'0" slab-to-slab ceiling height, yielding an interstitial plenum area of at least 6'0". - Ability to construct separate laboratory solvent and hazardous waste storage rooms, both meeting the requirements of NFPA 30, Flammable and Combustible Liquids Code for Inside Liquid Storage Rooms. - A minimum of one on-grade loading dock arranged to provide for the efficient transport of hazardous materials within and between the lab space and storage rooms without traversing administrative areas of the building and without the need to use a personnel elevator to transport hazardous materials or scientific equipment. - Emergency eyewash and shower equipment meeting ANSI Z358.1. - Ambient noise level shall not exceed NC40-45. - The offered building must be within 2,640 walkable linear feet of an entrance to a Metrorail Station. Not all minimum requirements are shown in this advertisement. Subleases will not be considered. Offered space must meet Government requirements for fire safety, accessibility, ABAAS, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. The U.S. Government currently occupies office, laboratory and related space at 4300 River Road, College Park, Maryland, under lease LMD01538 that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government's requirements. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. The General Services Administration (GSA) is using a tenant broker to represent the Government in this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized offices and employees of the GSA or their authorized representative, CBRE, Inc. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. Rentable square feet (RSF) offered and rate per RSF; 4. ANSI/BOMA office area/usable square feet (USF) and rental rate per USF, full service inclusive of a Tenant Improvement Allowance of $58.43 per USF for alternative locations and $20.00 per USF for the incumbent location, meeting GSA's standard building shell requirements. Clearly identify how much of the rate is Shell, Operating, and Tenant Improvements; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space; 7. Information on project and building ownership.
