Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this sources sought notice is to identify potential offerors for Environmental Laboratory Services, Various Locations, Oahu, Hawaii. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Environmental Laboratory Services, Various Locations, Oahu, Hawaii. Testing shall include but is not limited to salinity, chlorophyll-a and tributyltin testing as specified in 40 CFR 136 and per the applicable NPDES Permit. The laboratory shall hold and provide copies of current NELAP or DoD ELAP accreditation for the performance of test methods being performed under this contract. The Contractor shall conduct test procedures approved under 40 CFR Part 136, with detection limits low enough to measure compliance with the discharge limitations stated in the applicable NPDES permit or Hawaii's water quality criteria specified in HAR Chapter 11-54, whichever is lower. Examples are listed below: Chlorophyll A - 3.5 ug/L Tributyltin - 0.01 ug/L The Government will provide a minimum of 24 hours advance notice prior to placing an order. The Contractor shall provide acceptable sample containers for collection of samples before samples are scheduled to be submitted. The Contractor shall pick-up samples from the Government activity placing the order (or the Government may choose to deliver the sample(s) to the Contractor's facility if located on Oahu, Hawaii), package samples for transportation, prepare necessary transportation paperwork, transport samples to the designated laboratory for analysis, conduct the specified laboratory testing using the required test method and as specified in applicable NPDES Permit. The Contractor shall preserve samples as necessary to meet holding times. Samples shall be analyzed and results reported within 14 calendar days of the Government activity relinquishing the samples to the Contractor. Failures, as defined in the applicable NPDES Permit, shall be immediately reported to the Goverment activity placing the order (POC on the Chain-of-custody) via email, phone or Fax. The Contractor shall provide Laboratory Analysis Reports in accordance with the applicable permits and approved method. Chain-of-custodies and all raw data, including quality control (QC) data, shall be included in the data package submitted with the report for data validation and review. The laboratory performing the work shall be indicated in the final report and all non-NELAP accredited work shall be clearly identified. Data shall be qualified in accordance with EPA Data Quality Objectives (DQO). Samples are analyzed and results are reported within the time specified. All raw data and QC data shall be included in the data package. The Contractor shall comply with all applicable Federal, state, and local laws, DoD and Navy policies, instructions and guidance, and with the regulations and standards relative to environmental protection including EPA and applicable State issued permits. The Contractor is responsible for ensuring that its employees receive applicable environmental and occupational health and safety training, and are kept up to date on regulatory required specific training for the type of work to be conducted. The Contractor shall submit a written training plan and documentation of training for all personnel to demonstrate technical proficiency. Demonstration of proficiency must take place within established guidelines that are documented in applicable regulations, policies, methods, instructions and Laboratory Quality Assurance Manual. Personnel performing laboratory testing shall be properly trained (to include initial and continuing demonstrations of capability). The NAICS Code for this procurement is 541380 and the annual size standard is $14,000,000. Interested sources capable of providing the required services must respond by e-mail to sandy.sekiguchi@navy.mil no later than December 5, 2013. Interested sources shall indicate that they are capable of providing the required services and must indicate their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB)). No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. IDIQ work will be issued via the DOD EMALL, a web-based ordering system, using Government purchase cards. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Offerors can view and/or download the solicitation at https://www.fbo.gov/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The solicitation will utilizes source selection procedures which require offerors to submit a non-price and price proposal for evaluation by the Government. Interested parties should respond no later than December 5, 2013.
