- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA; plans to issue a cost plus fixed fee contract in accordance with FAR Part 15, Contracting by Negotiation, to Computer Systems Center Incorporated (CSCI) of Springfield, VA, on an other than full and open basis. CSCI is the only known source with the requisite engineering expertise and demonstrated technical capability to provide the network operational awareness capability, as well as the full motion video/imagery FMV/I receipt, management, and bandwidth dependent content propagation across Tactical Operations Center (TOC) tactical communications. Under this effort the contractor will continue to provide solutions to current technical limitations in the command and control of unmanned air vehicle and sensor (UAV/S) operations and data communications with current and future tactical aircraft. The delivered capabilities will be captured within an architecture for the TOC, or Command Operations Center (COC) that is being revised and updated based upon lessons learned from recent experiences in theater. At the heart of the TOC/COC architecture is a CSCI system, a previous version of which was developed by CSCI under contract N68936-C-13-0113 and successfully demonstrated in the TOC during the Marine Aviation Weapons Tactics Squadron (MAWTS). The system has been certified four times and approved for classified operations within the tactical SIPRNET at MAWTS and possesses a current IA certification. The USMC fixed-wing Marine Unmanned (VMU) TOC evaluation conducted in April 2013 at MAWTS was successful and resulted in requirements to procure additional systems with updated and improved software. The estimated release date of the solicitation is on or about January 9, 2014, with an estimated award date of February 27, 2014.
