The Government appreciates your interest and interactive participation in DoD Biometric Information Exchange Day (BIE) that was held 30 July 2013. Modification/amendment 04 to special notice W15QKN-13-R-0191 provides instructions to access BIE slides and Questions/Answers (Q&A). Interested parties may go to Army Program Executive Office (PEO) Enterprise Information Systems (EIS) website via: http://www.eis.army.mil/programs/biometrics Under this link, you may access briefing slides from Program Management Office (PMO), Product Manager (PM) Biometrics Enabling Capabilities (BEC) and PM Joint Personnel Identification (JPI). To continue communication initiated by industry during the interchange meeting, the following lists provide Industry Questions and Government Answers (Q&As): Project Management Office Support (PMOS) Information Exchange Day Q&As: 1.Why are you not distributing the attendance list? Government Response: The attendees list will not be posted. 2.How do we get copies of today's briefs? Response: The briefs can be obtained by clicking on the following link: http://www.eis.army.mil/news or http://www.eis.army.mil/programs/biometrics. 3.Rather than submit white papers, will the government consider One-on-One sessions with industry? Government Response: No. Currently, the government is only accepting white papers at this time from industry (for JPI and BEC) in which the information received will be used to assess industry capabilities and to develop our acquisition strategy. 4.What is the quote mark long term quote mark strategy or plan for PM Biometrics physical location, relative to the Hoffman lease of another location? Government Response: The physical location of PM Biometrics is not changing at this time. 5.What is the government plan for biometric data standardization? Government Response: The government plan for biometric data standardization is not approved at this time. Currently, BEC and JPIv2 are in the process of staffing and obtaining approval of their Capability Development Documents. Any requirements for standardization will be provided in the RFP for each of the procurements. 6.What are the government plans for NIEM 3.0, NBD Schema alignment/IEPD etc.? Government Response: For BEC and JPIv2, the draft Capability Development Documents describes this requirement, they may be provided in the future as Government Furnished Information. 7.What is the process for receiving feedback on the white papers we submit? Government Response: Companies are advised that the government is under no obligation to acknowledge receipt of the information received or provide feedback to companies with respect to the information submitted. The information received will be utilized to assist in formulating a acquisition strategy. 8.Will you make slides available to all? Government Response: See Response #2 under Project Management Office Support (PMOS) Question and Answer. 9.Will the slide decks be made available to the attendees? Government Response: See Response #2 under Project Management Office Support (PMOS) Question and Answer. 10.What is the process of separating the project management office support effort from the Systems Engineering approach? Government Response: At this time, the government has not made a firm decision to separate project management office support and system engineering approach. We are evaluating all alternatives for the best procurement option. 11.Will the Government consider combining these two efforts? Government Response: Yes. The government is considering the approach of combining the project management support and engineering support. 12.What is the normal schedule for PMOS procurement? Government Response: The current PMOS contract expires the 2nd Quarter of Fiscal Year 2014. 13.When will you determine acquisition strategy? Government Response: The acquisition strategy will be determined when market research is completed. 14.What is your target date and does it/will it track with BEC and JPIv2? Government Response: The target date remains 2nd Quarter of Fiscal Year 2014. PMOS is a separate procurement and will not track with BEC and JPIv2. Each of the procurements have different schedules. 15.What small business opportunities will be provided under the PMOS contract? Government Response: It is the intent of the government to utilize small business to the maximum extent for this procurement. At this time, the government is developing the acquisition strategy. 16.Understanding the procurement strategy is under development, but can you say which contract vehicles you are looking at and any time frame for the Draft Request for Proposal (RFP), RFP and Award? Government Response: The Government is reviewing various contracting vehicles. The anticipated Draft Request for Proposal (RFP) date, anticipate RFP date is 1st Quarter of Fiscal Year 2014. The anticipated award date 2nd Quarter of Fiscal Year 2014. 17.What does the PMO office see as the advantages of splitting the PM contract from the engineering support contract? Government Response: See Response #10 under Project Management Office Support (PMOS) Question and Answer. 18.Assuming PMOS is separated into engineering services and PM services will the government set PM services aside for small business? $27M size standard. Government Response: See Response #15 under Project Management Office Support (PMOS) Question and Answer. 19.As you build your acquisition strategy, will you consider setting aside specific pieces of work for small business? If yes, will you describe those mission areas? Government Response: See Response #15 under Project Management Office Support (PMOS) Question and Answer. 20.What is the breakdown in personnel and contract for PMOS for BEC and JPI? Government Response: The government will be utilizing a performance based work statement; therefore, the contractor shall propose in accordance with the RFP. 21.How will PMOS break down Training and Engineering tasks over the course of the project? Government Response: All tasks will be described in a Performance Work Statement in the RFP. 22.It is implied that there will be a consolidation of Services under the PM or Defense Forensics and Biometrics Activity (DFBA)? Government Response: The government is not considering consolidating any services under the PMOS procurement. 23.Who is the current incumbent PM support contractor? Government Response: The incumbent contractor is CACI. 24.When does the current contact end? Government Response: The contract ends in the 2nd Quarter of FY14. 25.Will winning contractors for PMOS be required to sign an Organizational Conflict of Interest (OCI) to support BEC and JPI? Government Response: In accordance with FAR 9.5 the government will ensure that the proper procedures will be used to mitigate OCI concerns at the personal and organizational level. 26.Are bidders on PMOS OCI's out of bidding on BEC & JPI? Government Response: See Response #25 under Project Management Office Support (PMOS) Question and Answer. 27.Will PEO EIS entertain OCI mitigation plans/programs from vendors wanting to support PMOS, BEC, and JPI? Government Response: The government anticipates that proposed contractors will be required to provide mitigation plan/programs in response to the RFP. 28.Will contractors who are on JPI be OCI for PMOS? Government Response: See Response #25 under Project Management Office Support (PMOS) Question and Answer. 29.Will the PMOS support be Small Business only? Or Full and Open? Government Response: See Response #13 under Project Management Office Support (PMOS) Question and Answer. 30.If Small Business, what is the NAICS code and Small Business size standard used? Government Response: The Government intends on utilizing the below classification codes and NAICS codes for each acquisition as follows: a. Joint Personnel Identification, version 2 (JPIv2) classification code: D-Information Technology services, including telecommunications services. NAICS CODE: 334118- Computer Terminal and other Computer Peripheral Equipment Manufacturing. The small business standard is 1,000 employees. b. BEC classification code: D-Information Technology services, including telecommunications services. NAICS CODE: 541512 -Computer System Design Services. The small business standard is $25.5 M of dollars. c. Program Management Operation Support (PMOS) classification code: D-Information Technology services, including telecommunications services. NAICS CODE: 541519- Other Computer Related Services. The small business standard is $25.5 M of dollars. 31.What is the Small Business strategy; the PMOS opportunities? Government Response: See Response #13 under Project Management Office Support (PMOS) Question and Answer. Biometric Enabling Capabilities Information Exchange Day Q&As 1.Is there any effort/initiative being taken to utilize/integrate biometric match data and statistics into the force protection security regime to enable quote mark risk-based screening quote mark (Dynamic increase/decrease to threat levels and/or detection thresholds) at Forward Operating Base (FOB)/Combat Out Post (COP) Entry Control Point (ECPs)? If not, why not? Government Response: Under Biometrics Enabling Capability Increment 1 (BEC Inc 1), there are two capabilities which support quote mark risk-based screening quote mark at FOB/COP ECPs: (1) Biometric Enabled Watch List (BEWL), and (2) querying the Data Repository. A query can only be executed by approved users that have the rights in their profile. Currently, there is no requirement in the Capabilities Development Document (CDD) for statistical reporting at FOB/COP ECPs. The integration of statistical data would be an Intel requirement. 2.How do you plan on maintaining the baseline and configuration management of each BEC component that may be developed by an organization other than the lead System Integrator (SI) and the software owned by the lead SI? Question of lead system integrator is software owned by SI? Government Response: Baseline and configuration management of each BEC component is controlled by the government. The government obtains rights to the software that is included in the baseline of the system. Any further changes to the software must be approved through BEC Configuration Control Board (CCB). 3.Are you considering service oriented architecture (SOA) for integration of COTS? Government Response: Yes. The government is considering SOA for integration of COTS. 4.What other DoD organizations are involved in the sustainment activities of JPIv2 and BEC? Government Response: The DoD Biometrics is the sole program office responsible for all acquisition phases of JPIv2 and BEC Inc 1. 5.A. Will model and simulation for both capacity planning as well as Operation and Maintenance (O&M) management be incorporated in this upcoming contract or separate contracting vehicle? Government Response: The acquisition strategy for BEC Inc 1 is not completed. The government is considering Modeling and Simulation (M&S) and Operation and Maintenance (O&M) being acquired in one contracting vehicle. B. Will there be Independent Verification and Validation (IV&V) to test biometric specific code? Government Response: There has not been a decision to test biometric specific codes utilizing IV&V. 6.How do you envision linking matches on the handheld with matches on the BEC to test valid responses between the systems? At a minimum, BEWL Synchronization. Government Response: The government envisions the proposed solution to include an interoperable interface that will bridge BEC to the handheld devices. This will provide the operational scenario to test valid responses to include BEWL synchronization. 7.What are the two ACAT 1 programs? What is the acquisition time line? Government Response: The two ACAT 1 programs are: BEC Inc 1 and Joint Personnel Identification version 2 (JPIv2). 8.Clearly, the use of Biographic and contextual data can greatly improve reliability. What such data is expected to be available - will it be part of the biometric enterprise? Government Response: All elements of biographic and contextual data are contained in the Electronic Biometric Transmission Specification (EBTS) (v1.2 and v3.0) data fields will be available for fusion to the biometric enterprise. 9.What happened to voice and DNA as important biometric modalities? Are these to be addressed separately or will they be added to BEC requirements later? Government Response: Voice is an objective requirement in draft BEC Inc 1 CDD, but DNA is for linking purposes only (as an objective). 10.A. Will biographic and contextual matching and fusion processes have access to full BAT records or only EBTS fields? Government Response: BEC office will be requesting Information Papers to state how biographic and contextual matching/ fusion can improve accuracy and performance in a biometrics encounter system for both full BAT Records and EBTS fields. B. Will there be a change in how much/what kind of contextual data can be text via EBTS? Government Response: Defense Forensic Biometrics Agency (DFBA) is responsible for changes in contextual data that can text via EBTS. DFBA is responsible for application profile updates and changes. C. Will matchers have visibility into BI2R/AIMS? Government Response: No. BEC Inc 1 matchers will have no visibility to Biometric Identity Intelligence Resource (BI2R) /Automated Identity Management System (AIMS). D. Do we need to detect US citizen PII? Government Response: No. However, Personally Identifiable Information (PII) of military personnel is embedded in a cell that may need to be captured and segregated from persons of interests and enemy combats. 11.BEC Inc 1 presentation DID NOT mention voice collection storage and/or matching. JPIv2 did mention voice in same content of collection, storage and or match. Is there a disconnect on voice modality capability between BEC and JPIv2? Or is this strategic and or intentional? Government Response: No. There is no disconnect between the voice modality capability BEC Inc 1 and JPIv2. Voice collection storage and matching is an objective requirement in the BEC Inc 1 draft CDD. 12.Assuming JROC CDD success in 4th QTR 2014, and award desired in 2nd QTR 2014. Would you make an estimate on the RFP date? Is there a draft RFP intended? Government Response: The RFP is tentatively scheduled to be released in Fiscal Year 2015. 13.Have you considered the 66th Military Intelligence Brigade (MI BDE) network enterprise for BEC? They have lots of storage and Continuity of Operations (COOP) sense. TCS has a Cross Domain Solution (CDS) in a PLY network for MDA. Government Response: At this time, BEC office has not ruled out any potential solutions, but has not specifically considered the 66th MI BDE. 14.Two major contractor types were cited: a software System Integrator (SI) and a quote mark platform as a service quote mark provider. If a provider has both can both be bid by the same company? Government Response: Yes. The proposed bidder will have to comply with the solicitation requirements. 15.The 2015 BEC Inc 1 projected start date is a significant slide to from previously projected RFP and start dates. Can you address if this slide is principally due to funding issues/support or technical issues that could be accelerated? Government Response: RFP release date is based on the Department of Defense's decision to balance strategic choices of sustainment of current capability with modernization efforts. 16.What role will the current ABIS enterprise license play for BEC moving forward? Government Response: The current enterprise license is not mandated; therefore, BEC office is open and interested in all solutions that meet the requirements and posture the program for affordable upgrades in algorithms. 17.What is the strategic view on the user access control query the EBTS contextual data? Government Response: Access to the query tool will be based on an approved user list. The user will be granted DoD approved logistical access. Based on the user application profile (permission based access), BEC Inc 1 will provide approved users the ability to query biometric, biographical, and contextual information of stored encounters. 18.Who is the POC for BECs interest in PaaS and how will they engage industry to evaluate COTS capabilities? Government Response: All questions/responses regarding the information exchange and subsequent RFI must be coordinated through Carmel Costa, Army Contracting Command-New Jersey at e-mail- carmel.m.costa.civ@mail.mil. 19.For BEC Inc 1 would you anticipate software development vendors teaming with platform as a service provider to provide a total solution in one? Government Response: The proposed bidder will have to comply with the RFP requirements; therefore, teaming arrangements are at the discretion of the proposed bidder(s). 20.Would the PM consider acquisition of hardware and software, or services through already existing army acquisition vehicles such as ITES 2H, 2S, or APC2? Government Response: Yes. The government will consider the utilization of existing Army contracting vehicles. 21.What is the purpose of the web portals (e.g. are they internally or externally focused)? Government Response: The purpose for web portal is: 1) for submissions from external units; and 2) provide training for all personnel who access the web portal. 22.What tasks are envisioned as part of Reference and Manage in the DoD Biometrics process? Government Response: The task envisioned for reference is linking transmissions to a single identity in an encounter based system. The task envisioned for management is database administration. 23.Please expand on sustainment and training bubbles shown on the BEC strategy slide. Government Response: Below is additional information pertaining to the BEC Engineering Approach slide as it pertains to the following areas: -Sustainment- EMD contractor would be responsible for initial sustainment at Initial Operational Capability (IOC) and training. A further sustainment contract for the system would be competed for the Full Operational Capability. - -Training- The training at a minimum is expected to consist of: Key System Attributes (KSA) training; Embedded training to operators; web-based user functions including submissions; and submission training. 24.A. Have you considered using PM ALTESS as a hosting or COOP facility? Government Response: Yes. The BEC program is exploring all Army approved data centers. B. Will you drop requirements if no commercial solution meets your needs? Government Response: This question depends on the requirement in relation to KPP, KSA, and user need. 25. A. What is the ABIS to BEC migration strategy? Government Response: The strategy is to deploy DoD Automated Biometric Identification System (DoD ABIS v1.2). DoD ABIS v1.2 will transition to sustainment until BEC Inc 1 gets deployed. BEC Inc 1 will be deployed as the follow-up capability to DoD ABIS v1.2. B. Does PEO anticipate multiple matches per modality? Government Response: Yes. BEC program anticipates multiple matches per modality. C. Are there biometric performance requirements for speed and accuracy? Government Response: There are biometric performance requirements for speed; however, there are no biometric performance requirements for accuracy. Any performance requirements will be identified in the Performance Work Statement of the RFP. 26.The current architecture assumes a dedicated biometrics collection and a dedicated BEI dissemination. Is PM working to interoperate and integrate with exploit and return biometric results for the large number of faces, voices and bodies collected by non-biometric sensors and programs? Government Response: No. There are no current requirements for such capabilities. 27.FedRAMP was mentioned as a requirement. Is the requirement FISMA Moderate? Is DIACAP required in addition? Government Response: Yes. The requirement for Federal Information Security Management Act (FISMA) is moderate. FISMA direction is to use Federal Information Processing Standards Publication (FIPS) 199 for security categories, BEC Inc 1 should be identified as having a potential impact of moderate. Under DIACAP, the system is expected to continue to be rated as Mission Assurance Category (MAC) II Sensitive. Joint Personal Identification (JPI) Information Exchange Day Q&As 1.For the JPI procurement, will PM Biometrics look at COTS hardware and COTS software separately? Government Response: No. The procurement has to be one integrated solution. 2.Will the solution be interoperable with ALL DoD Biometric repositories such as DBIDS, law enforcement, and other missions that are not KST (BEC)? Government Response: No. BEC is the repository for all JPIv2 submissions. Therefore, BEC facilitates the sharing of information. 3.Does match rate refer to identification, verification, or a mix of transaction types? Government Response: Match rate refers to both identification and verification. 4.How many JPI devices would be acquired? Government Response: Notional quantities are 4,841 portable devices and 823 mobile devices; however, the quantities are not final until the approval of the Capability Development Document and solicitation is issued. 5.A. With regard to the 4,841 portable and 823 mobile devices, are these Army only or are they for all services? Government Response: Quantities are for all services and are draft at this time. The exact quantities will be determined once the Capability Development Document is approved and solicitation is issued. B. Does the form factor for JPI mobile include the palm reader and the ID card printer? Government Response: The form factor includes the palm reader but no ID card printer. 6.Do the devices need to simultaneously collect and match (e.g. collect from Subject B while matching on Subject A)? Government Response: Yes. The devices need to simultaneously collect and match. 7.How do you envision linking matches on the handheld with matches on the BEC to test/validify responses between the systems? Government Response: The method for matching on the handheld is using the Biometrics Enabling Watchlist (BEWL) on the local database. The primary mission of the portable configuration is to operate in a network disconnected mode and then provide network connection synchronization with BEC in order to furnish periodic updates to the BEWL. Individual requests will be sent on a case by case basis to BEC for an automated response that a match was made at the authoritative database level. 8.What false acceptance rate is minimally acceptable? Probability of ID minimum? Government Response: The False Identification Rate can be ascertained using the False Acceptance Rate (FAR) for identification/enrollment of.5% and the FAR for identity verification.1%. The False Rejection Rate (FRR) for identification/enrollment of.1% and the FRR for identity verification of.5%. 9.A. Could an identity have a combination of flat, rolled, iris, face, etc.? Government Response: Yes. B. What is the general mix of modalities for an identity (or what is the number of samples expected per modality for a full data set)? Government Response: The general mix of modalities for an individual identity includes ten fingerprints (flat and/or rolled), two irises and one face (minimum front view). There may be one or more complete data sets per identity with some IDs only consisting of one modality among 100K total identities for portable and 450K on mobile. 10.Will PEO provide a data set (NIST-like) for developers to test system performance against 100k, 450k, 2p, palm, latent, voice, iris, etc? Government Response: No. The government cannot provide a data set for developer in order to test performance. 11.What is the government's approach for product evaluation and test evaluation? Government Response: The government's requirement will identify approach for product and test evaluation will be in the Request for Proposal (RFP). 12.What is the un-tethered battery run time for JPI devices? Government Response: The un-tethered battery run time is greater than 7 hours. 13.What are the biometric performance (speed and accuracy) requirements? Government Response: Match speed for portable is 2 minutes or less for fingerprints (flat and rolled fingerprints) and 15 seconds for irises on 100,000 records. Match speed for mobile 5 minutes or less for fingerprints (flat and rolled fingerprints) and 35 seconds for irises on 450,000 records. The government is looking to improve matchspeed. FAR is for identification/enrollment of.5% and the FAR for identity verification.1%. FRR is for identification/enrollment of.1% and the FRR for identity verification of.5%. 14.Would PEO consider a CRADA (Cooperative Research and Development Agreement) for advanced development in a cost sharing environment with industry/academia? Government Response: No. The government is anticipating the utilization of a COTS approach. 15.Will there be multiple awards with down select? Government Response: Yes. The government is anticipating multiple contract awards with down select by Source Selection Authority, if Network Integration Evaluation (NIE) is approved. 16.If the devices will be collecting and transmitting both classified and unclassified data, they will need Type 1 and Type 2 encryption and will need to be NSA certified. How will this be addressed with an entirely COTS solution? This will be both a cost and schedule driver. Government Response: Currently Biometrics data is unclassified. All platforms need to comply with data at rest using products that are FIPS 140-2 compliant for encryption and authentication. FIPS 140-2 compliance means that a cryptographic module validated by NIST to meet NIST FIPS 140-2 requirements or the module has been approved by NSA. 17.Define mobile vs. portable. Government Response: Mobile consists of form factor 14 x 14 x 1 and one man portable (includes peripherals and is transported in some kind of carrying device). Portable weighs less than 3.6 lbs, is able to collect fingerprints and iris scans, and can store up to 100 records. Also, portable devices can withstand environmental factors without a carrying device. 18.There is an ongoing evaluation of devices by CERDEC at Aberdeen. How will the outcome of that evaluation affect or inform the acquisition strategy for JPI? Government Response: The current Communication Electronics Research Development and Engineering Center (CERDEC) effort is not supported by JPI Product office. 19.A. There is a need for portable and mobile devices. Is there also a need for an enrollment station and the related enrollment application? Government Response: The desired capability includes the ability to enroll on both the portable and mobile variants. The mobile capability would be for fixed station missions. B. Do you foresee the deployed versions of the BAT enrollment software quote mark end-of-life quote mark ? Government Response: Yes. It is the intent that JPIv2 will replace Biometric Automated Toolset (BAT). 20.Do you foresee requirements for biometric collection devices with non-cooperative subjects, at stand-off and on the move? Government Response: Yes. The government anticipates this to be objective goals. 21.What are the two ACAT I programs? What is the acquisition timeline? Government Response: The two Army Category (ACAT) I programs are BEC and JPIv2. The anticipated RFP release date for both acquisitions is Fiscal Year 2015. 22.What other DoD organizations are involved in the sustainment activities of JPIv2 and BEC? Government Response: DoD Biometrics is the sole program office responsible for all acquisition phases of JPIv2 and BEC. 23.Will there be IV&V to test biometric specific code? Government Response: Yes. Program Executive Office Enterprise Information System will scan using HP Fortify to verify software code assurance and CAST for software code quality unless otherwise specified. 24.Industry can design and integrate a wide variety of solutions to address the areas of interest and top level requirements. However, the solution will ultimately depend on the available funding. Will the government provide a funding estimate for this project? Government Response: No. The government will not be providing a funding estimate for this project. This sources sought number, W15QKN-13-R-0191, was only utilized for BIE open dialog between industry potential offerors and the Government.
