No telephone requests will be accepted. This is an amendment to the original synopsis posted on 13 August 2013. The purpose of this amendment is to add two additional ordering years to this procurement. This is a non-live buy requirement. The NAICS code applicable to this requirement is 336413. The Government proposes to add the below-listed NSNs to contract SPE4AX-12-D-9005 by modification. Currently, this contract is scheduled to expire on 23 Feb 2017. These items are restricted to Bell Helicopter Textron, Cage 97499. All items are applicable to the Kiowa helicopter system. Manufacture of these parts requires special test and/or inspection facilities to determine and maintain ultra-precision quality for their function or system integrity. A list of the items and their ordering quantity range follows: NSN: 1615-01-185-3069; P/N: 406-010-115-109; Noun: Plate Assembly, Upper; Period of Performance: 24 Feb 2015 - 23 Feb 2017; Estimated Qty: 55. NSN: 6620-01-299-1810; P/N: 206-375-010-101; Noun: Indicator, Electrical; Period of Performance: 24 Feb 2015 - 23 Feb 2017; Estimated Qty: 30. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required items described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR) and looking under Qualification Procedures for Missile Requirements (AMCOM pamphlet 702-1) and Policy Relating to Source Approval Request (SAR) for Missile Requirements. All responsible sources may submit an offer, which shall be considered by the Agency. Drawings, specifications, or other technical data are not available and will not be furnished. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. Suggest those small business firms or others interested in subcontracting opportunities in connection with this procurement, make contact with the firm listed. All offers must meet prequalification requirements in order to be eligible for award. Distribution Code D - THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ) OR THE EXPORT ADMINISTRATION ACT (TITLE 50, USC., APP 2401-2402) EXECUTIVE ORDER 121470. THIS INFORMATION CANNOT BE RELEASED OUTSIDE THE UNITED STATES WITHOUT PRIOR APPROVAL OF THE GOVERNMENT. Note 22 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
