Description
SINGLE SOURCE JUSTIFICATION (AC130 EWO Monitors) 1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED This action will be awarded as a sole source research and development contract. The sole source requirement will be posted to Federal Business Opportunities (FBO) in accordance with Federal Acquisition Regulation guidelines. A purchase order will be executed between Avalex Technologies and the United States Government. This requirement calls for an LCD Display, QTY: 3 ea, MFR: Avalex Technologies, PART#: AVM4170THD modified as required to meet the desired end state specifications and configurations. Estimated cost is $115,000. The estimated delivery date is 60 days after receipt of order. The type of appropriation used is Research and Development 0400. Market research indicates the items are not available GSA. Market research also revealed that the item is available through a small business capable of modifying their existing commercially available monitor to meet the minimum needs of the Government. The requirement will be awarded as a sole source 100% small business set-aside under NAICS 334118. 2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE This justification is unique and the capabilities/supplies are possessed by only one contractor. Authority for this brand source requirement is conducted in accordance with FAR 13.106-1 (b)1. The current AC-130U SAMS-ESA design calls for a: 17" Flat Panel LCD with a touch split screen, Bezel Keys, 1x RS-170 video ( tri-ax connector interface), 3x video inputs (either 3x VGA video inputs or 3x DVl video input or combination of VGA and DVI ), Heated Glass function, and 1280x1024 Native Resolution. The 17" Flat Panel Monitor must be able to fit into an existing aircraft console cut-out and be equipped with rear facing connectors and interface to aircraft power (28VDC). This 17" Flat Panel Monitor is part of an SAMS-ESA upgrade that replaces an existing aircraft system that uses an APR-46 Video Monitor. The APR-46 Video Monitor could not be used in the upgrade because it is outdated and did not meet the current mission requirements. In addition, repair parts are no longer available for the APR-46 Video Monitor. An initial proof of concept was utilized by the requesting activity and validated the Avalex AVM4170THD. 3. EFFORTS TO OBTAIN COMPETITION This justification will be posted to the Government Point of Entry- Federal Business Opportunity. Any challenges to this justification will be brought to the attention of the Competition Advocate prior to contract award. An RFI was originally issued for the initial proof of concept for the requirement in December 2012. The responses received did not meet the stated requirements which the contracting activity determined the need to redefine the requirement and post a RFQ. Two responses were received; one was from Avalex Technologies, PART#: AVM4170THD 17" Flat Panel Monitor. The second response was determined unacceptable. Market research was conducted again in October 2013 to validate the above findings. A request for information was issued and the results were another estimate at a minimum of four times the IGCE. Based on our market research that was performed during the period of Aug 2012 through October 2013, modifying the AVALEX AVM4170THD is the most cost effective approach to fulfilling the needs of the Government. 4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS Through every available means, AFSOC/AFICA/CSF/SCP will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers to begin producing similar compatible products. 5. CONTRACTING OFFICER'S DETERMINATION I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
