- This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. Submission of any information in response to this market survey is purely voluntary. The U.S. Department of State assumes no financial responsibility for any costs incurred. The Department of State is interested in determining the availability of small businesses that have the capabilities to perform the services outlined below. The qualifying code for this effort is NAICS 541930. The U.S. Department of State will not answer any questions regarding this market research. REQUIREMENTS : The Department of State has a need for linguist services in Iraq and the region. Required services include, but are not limited to, interpretation (conference simultaneous and consecutive), translation, and transcription. Linguists must have a command of written and spoken English that is the equivalent to that of an educated speaker at the high school or university level. Linguists may be required to possess a security clearance at the Secret or Top Secret levels. The place of performance will be in Iraq, and possibly other countries within the Near East Asia and South & Central Asia regions (e.g. Afghanistan, Jordan, Egypt, etc.). The Department of State anticipates the award of an IDIQ. Languages that are of interest are, but not limited to, the following: Arabic (multiple dialects), Kurdish, Dari and Pashto, to include various dialects within these stated languages, and the ability to faithfully express the speaker's intent and meanings in these languages. The contractor must, at a minimum, possess a current Top Secret facility clearance issued by the Department of State Diplomatic Security Service or the Defense Industrial Security Clearance Office (DISCO). Both local nationals and cleared American personnel will be required. INSTRUCTIONS : (1) Small businesses are requested to submit electronically via email a capabilities package that does not exceed four (4) pages. The capabilities package shall be concise and focused. The capabilities shall be company specific. Cost or price information is not solicited and will not be reviewed. The statement of capability shall include: I. Contractor Information a. Company Name b. Address c. Point of Contact (POC) d. POC phone number(s) and e-mail addresses e. Size and small business certification (e.g. HUBZone, 8(a), etc.) f. Anticipated teaming arrangements and specific name of any company(ies) with associated CAGE Codes (delineate between work accomplished by prime and work accomplished by teaming partners) g.
