Description

The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate on a sole-source basis with Johnson Controls, Inc., 507 East Michigan St., Milwaukee, WI 53202, for the installation of a plumbing monitoring system in selected buildings and facilities at the University Drive Medical Center, University Dr. C, Pittsburgh, PA 15240. The system will measure and record the temperature, acidity/basicity (pH), and free chlorine level (Cl) In the domestic water distribution lines. Probes to measure these values, display panels, and a computer-based continuous monitoring and data-compiling system with alarms will result. The monitoring system will take advantage of the existing fiber-optic data transmission backbone already serving the Johnson Controls, Inc.-installed HVAC monitoring system at the medical center. This procurement is being conducted in accordance with FAR 6.302-1(b)(1)(i) (only 1 responsible source) as it is believed that only Johnson Controls, Inc., can provide the engineering capability to link and link cost-effectively, to that fiber-optic system. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 236220. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature (including socioeconomic status) by email to Jeff Greis, Contracting Officer, no later than November 29, @12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with sole source negotiations. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer.
