Description
The Removable Spillway Weir in spillway bay 2 at Ice Harbor Dam is the primary passage route for downstream migrating juvenile salmonids. Biological tests and hydraulic models have shown that there is a potential for injury to some of the fish passing over the Ice Harbor spillway due to the steep slope and the abrupt transition to the surface of the existing spill deflector. To resolve this condition, the Corps is going to modify the spillway chute and the spill deflector in spillway bay 2 and add a new, permanent extension to the downstream end of the spillway pier between bays 2 and 3 at Ice Harbor Dam. The work will be accomplished by isolating the construction area from the tailwater in the stilling basin and dewatering the immediate construction area in spillway bay 2. Work on the spillway chute, deflector and the pier extension can then be accomplished in the dry. Some water leakage is usually present so pumping will likely be required throughout the construction period. The contractor shall remove approximately 100 cubic yards of existing concrete from the face of the spillway, leaving a roughened surface for placement of the new concrete forming the flatter spillway chute, new spill deflector, and the new pier extension. The removed concrete must be captured and not allowed to fall into the tailrace pool. Concrete anchors shall be drilled and grouted into the face of the spillway followed by installation of reinforcing steel. Concrete formwork shall be installed, and concrete for the spillway chute, the spill deflector, and the pier extension placed. Volume of new concrete required is approximately 1,200 cubic yards. All seepage water and other water from construction operations shall be removed from the work area for settling or other appropriate treatment. Should the need arise to spill water during construction; any support barges outside of the work area must be removed. Depending on levels of spill, construction may continue since the construction area would be isolated from the river. If spill is high, then it is likely that work will be suspended for safety reasons. Work must be accomplished during an extended in-water work window on the Snake River between November 1, 2014 and 28 February 2015. All new concrete must be placed by February 16, 2015 to allow sufficient time for it to cure completely to allow biological testing before court-ordered seasonal spill begins early in April of 2015. The construction magnitude is estimated between $1,000,000 and $5,000,000. 100% performance and payment bonds will be required. NAICS code for this project is 237990, and the small business size standard is $33,500,000 average annual receipts. Solicitation is open to both small and large business concerns. Solicitation No. W912EF-14-B-0003 will be posted to the FBO website on or about December 5, 2013. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. ACCESS FOR FOREIGN NATIONALS: Security clearance for foreign nationals to attend a site visit requires approximately 4 weeks; therefore, clearance should be requested immediately. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
