Description
HSFE20-14-I-0010 All small businesses holding a GSA MOBIS contract for SIN 874-1 are encouraged to respond to this Request for Information (RFI). Contractors are reminded this RFI is not a request for proposal. The purpose of this RFI is to gain knowledge of potential qualified small business sources capable of performing the described work. Responses to this RFI shall not constitute responses to a solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is posted as market research for data gathering and planning purposes only and does not constitute a solicitation nor should it be construed as a commitment by the Government to issue a solicitation or award of a task order. The Government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. The government does not intend to provide a response to white papers submitted for this RFI. This is a Request for Information (RFI) only. The U. S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA), National Preparedness Directorate (NPD), Office of Counterterrorism and Security Preparedness (OCSP) requests information from GSA MOBIS SIN 874-1 small business contractors regarding their experience in providing Homeland Security Preparedness Technical Assistance Program services that utilize consultative support for the design, development, implementation and evaluation of Technical Assistance deliveries supporting the mission areas of: prevent, protect, respond, recover and mitigation. The program goal is to enhance the ability of state and local jurisdictions through Fusion Centers to develop, plan, and implement all-hazards preparedness strategies. The contractor should have professional consultative services to address the planning and technical assistance (TA) activities across all homeland security mission areas: prevention, protection, response, recovery, and mitigation. These services enhance state and local homeland security preparedness to address terrorism and other hazards. Homeland security preparedness is a comprehensive national program encompassing all homeland security systems involved in planning organizational, operational, and technical measures to prevent, disrupt, or deter threats or acts of terrorism; reduce vulnerabilities to all-hazards; and respond, recover, and mitigate based on the effects of any hazard. The contractor shall have significant subject matter expertise (SME) with direct knowledge and experience in providing support to Fusion Center operations and working collectively and professionally with Fusion Center personnel. Each SME key personnel must have expertise in providing delivery of one or more of the technical assistance services listed below. The technical assistance services are provided on-site at fusion centers and, as necessary, provided in adult classroom settings having learning instructional strategies to include power point presentations, white board discussions and best practice exchanges. The activities to be conducted under this requirement which may include but are not necessarily limited to the following: 1. Support states and urban areas in early stages of fusion center development, as well as more mature centers seeking to refine operations, to provide technical assistance service module development tailored to Fusion Process Orientation, Fusion Center Governance Structure and Authority, and/or Fusion Center Concept of Operations (CONOPS) Development. 2. Support the Fusion Liaison Officer Program in the development and institutionalization of multidisciplinary fusion center participation. 3. Support fire service information sharing by coordinating with jurisdictions as they integrate into existing information sharing initiatives and processes. 4. Support fusion centers to ensure all security plans and policies are coordinated within privacy policies and classified, controlled unclassified and unclassified information is collected, store and shared appropriately. 5. Support Emergency Operations Center (EOC) Coordination of jurisdictions and personnel as they integrate EOC functions into existing information sharing initiatives and processes. 6. Support public health agencies and departments as they examine mutually beneficial relationships between fusion centers and public health/health care agencies to prevent terrorism, protect critical infrastructure and key resources, mitigate crime, and address all-hazard incidents. 7. Support fusion centers in the development of communication and outreach plans to build advocates at all levels of government, and informing internal and external stakeholders of their mission, vision, and value. 8. Support fusion centers and State and local CIKR protection entities as they consider integration of information sharing efforts and identifying how to engage in existing fusion center information sharing processes. 9. Deliver Existing Fusion Process Technical Assistance Services: Will provide assistance to the on-site delivery of the following services corresponding with the published technical assistance (TA) catalogue and established protocols which use state and local subject matter experts (SMEs) with experience in the design, development, and operation of fusion centers. 10. Fusion Process Orientation and Development Services: Provide support to states and urban areas in the early stages of fusion center development, as well as to more mature centers seeking to review, refine, and enhance their operations. 11. Fusion Center Security: Provide support to the fusion center's ability to collect, store, and share classified, controlled unclassified and unclassified information and assist with ensuring that all security plans and policies are coordinated with all privacy policies. 12. Fusion Center and Emergency Operations Center (EOC) Coordination: Provides support for jurisdictions as they consider coordination with and/or integration of EOC functions into existing information sharing initiatives and assists emergency management personnel with existing fusion center information sharing processes. 13. Fusion Center and Health Security: Public Health and Medical Integration: Provide support to fusion centers and public health agencies and departments as they examine the mutually beneficial relationship between fusion centers and public health / health care agencies to prevent terrorism, protect critical infrastructure and key resources, mitigate crime, and address all-hazard incidents. 14. Fusion Center Communications and Outreach: Provide support to fusion centers in the design, development, and implementation of a communications and outreach plan to assist with building advocates at all levels of government, communicating effectively, and informing internal and external stakeholders of their mission, vision, and value. 15. Fusion Center and CIKR Protection Information Sharing and Coordination: Provide support to fusion centers and State and local CIKR protection entities as they consider coordination with and/or integration of CIKR protection and information sharing efforts and assist with identifying how to engage in existing fusion center information sharing processes. 16. Technical Assistance Support: The contractor shall provide TA delivery support to help resolve a problem and/or create innovative approaches to the services identified in tasks 9-15. 17. Technical Assistance Support Deliveries: The TA support delivery may take a variety of forms, which can be combined or modified to meet specific needs. 18. Technical Assistance Support Activities: Contractor consultative technical assistance support may encompass a variety of activities to include planning, resource management and allocation, training, and exercise assistance to state and local jurisdictions in preventing, responding to, and recovery from incidents. 19. Technical Assistance Informational Library: FEMA has developed a TA Catalog and other TA literature/training materials to provide state and local governments with help in addressing issues in their statewide prevention and protection strategies. The contractor shall provide support to update and/or redesign the TA literature/training materials to include consultative services the contractor may be involved with through this effort. 20. Technical Assistance Evaluation: The contractor shall provide support in the continuous improvement of the evaluation program for the Homeland Security Preparedness Technical Assistance Program which includes doctrine and protocols on evaluating the process and impact of individual TA deliveries and the overall TA program. 21. Manage and Facilitate Fusion Center Exchanges: The Fusion Center Exchange Program provides assistance with facilitating the exchange of best practices and lessons learned between fusion centers personnel in coordination with DHS I&A State and Local Program Office (SLPO). Contractor will lead the coordination effort for managing personnel exchanges. 22. Identification and Documentation of Best Practices: In support of the Fusion Process TA Program, the Contractor will provide support for the collection, development, dissemination, and marketing of fusion center documentation, including policies and protocols, templates, examples, best practices, and other resources. ALL responses to this RFI notice shall contain the following information: (1) List Company name and primary points of contact(s); (2) Description of the company's experience or in depth working knowledge of Homeland Security Preparedness Technical Assistance Program Support Services; (3) Must address points 1-22 identified above. Capabilities statements shall not exceed 5 pages (no hyperlinks or electronic media) and shall include a synopsis of specialized experience and technical competence of your firm with the type of services/specific experience and qualification of available personnel as it relates to this requirement. Submissions shall be made using Microsoft applications. The cover sheet shall not be included in the five (5) page limit. Font shall not be smaller than 12-point Courier, Arial, or Times New Roman. All information shall be submitted in sufficient detail for determination of the ability of the contractor to perform the required services. Provide a positive statement of your intention to submit a proposal as a prime contractor if a GSA MOBIS Sin 874-1 solicitation is issued by the government as a small business set-aside. Any and all responses to this RFI must be submitted in writing to glen.seipp@fema.dhs.gov. No telephonic questions will be accepted. This is not a Request for Quotation/Proposal, it is simply a Request for Information. It will be the Government's determination as a result of the responses to this RFI whether a GSA MOBIS small business set-aside will be issued or not at a later date. Responses are due no later than 2:00 EDT on December 6, 2013. Please use the RFI number, HSFE20-14-I-0010, in the subject line of your correspondence to ensure it receives the appropriate action.
