- Contractor Engineering and Technical Services (CETS) will provide expertise, technical guidance, training, and factory engineering support to operational Air National Guard units for CY14 through CY16 in support of the General Atomics MQ-1/9 weapon system. Liaison between the CETS representative and the manufacturer is required. The above described CETS contract shall be awarded to General Atomics as the services required are available from only one or a limited number of responsible sources and no other services satisfy agency requirements under the authority of FAR6.302-1, however, interested sources may submit a capability statement to address the requirements listed above within 10 days after date of this synopsis. Capability statements must include total number of employees, professional qualification of personnel specifically qualified in the CETS areas outlined, whether a large or small business with respect to size standard identified, and if a small business or other, include whether an 8(a) business, HUBZone, etc. Security clearances will be required for this requirement. Sources interested in subcontracting possibilities should contact the above listed company directly. A determination by the Government not to compete this requirement based upon responses to this notice is solely at the discretion of the Government. Telephone statements will not be accepted. An Ombudsman has been appointed to hear concerns from offerors or potential sources. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer, which could not be satisfactorily resolved, or issues that require contractor confidentiality.
