- NASA/GSFC has a requirement for a study program to cross-correlate the Hubble Space Telescope (HST) Wide Field Camera (WFC3) exposure obtained in the course of Early Release Science observations: <p> Background Leading a program to cross-correlate the Hubble Space Telescope (HST) Wide Field Camera (WFC3) exposures obtained in the course of Early Release Science observations Studying the application of source masks and source extraction methods to the datasets, evaluating the contributions of the artifacts in HST maps, and computing the cross-power between the maps obtained with the two instruments Scope The contractor shall carry out investigations of the HST WFC3 and Spitzer IRAC datasets <p> Requirements Perform studies using IDL software to evaluate correlations between instruments named above <p> Deliverables or Delivery Schedule Cross-power spectrum between HST WFC3 and IRAC artifact and source maps Informal final report/description of work <p> Government-Furnished Equipment and Government-Furnished Information GSFC network and desktop workstations Place of Performance GSFC Period of Performance For a period of 1 year from date of award. <p> NASA/GSFC intends to purchase this service from Science Systems and Applications, Inc. (SSAI). The selected scientist is an experienced scientist with specialized expertise in this field of study and is uniquely able to perform this analysis speedily, reliable and at minimum cost, based on previous work and tools he has developed in other efforts. He has intimate knowledge of the proposed work, it is not feasible for another person to reach the required level of expertise in the same time scale of the effort, and thus he is uniquely well suited to carry out this program. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
