- Notice Number: SS-N02RC42504-83 Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: December 2, 2013 by 4:00PM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified GSA small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 334516 with a size standard of 500 employees is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through GSA eBuy. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The purpose of this acquisition is to purchase the: • ImageQuant LAS 4010 System - Product number: 28955811 • IQTL 8.1 node locked license - Product number: 29000737 • Software set IQTL 8.1 and IQTL Security 8.1 - Product number: 29000605 • IQTL 8.1, 5X1 node locked license - Product number: 29000810 • and a PC Biomolec Image package - Product number: 28998432 The Radiation Oncology Branch would like to purchase the GE ImageQuant LAS 4010 which is a fully equipped imager that in addition performs ultraviolet and visible (RGB) imaging. The branch will use the instrument for the following many techniques. The chemiluminescent feature is used to detect protein levels by western blot. In addition, fluorescence imaging is used for the detection of DNA/RNA integrity, to compare RNA (PCR) expression levels and for primer optimization. The instrument is also used for genotyping techniques. In order to visualize and identify labeled proteins using Western Blot experiments, they have the need for a high-resolution, high-sensitivity gel imaging instrument. The ImageQuant is a gel-imaging system for analysis of PAGE gels and Western blots. It is equipped with all possible light sources, allowing a white-light (visualization of stained protein gels), fluorescence (equipped with LEDs/filters for blue green, and red-near-IR fluorescence), and chemiluminescent visualization. The gel doc station is equipped with a Fuji FUJINON aperature and lens that give an effective image resolution of 6.3 Million pixels, which is considerably higher than similar systems. The system also comes equipped with intuitive IQTL software package, which is necessary for quantitative blotting/gel-imaging operations. The instrument required for the Radiation Oncology Branch research must have the following features: a. Height: 90cm or less b. Imaging area: 25x25cm or greater c. Camera and Image resolution: a true 16-bit 3.2million pixel camera producing quantitative data across 65,535 grayscales over a wide range of exposure times. Data needs to be saved in 16 bit TIFF and or 8-bit TIFF formats.The camera needs to be temperature controlled cooling to -25 degrees Celcius for routine work and -30 when even greater sensitivity is required. A wide aperture lens of f0.85 that allows light to be captured by a super CCD chip. d. Light sources: UV, blue, green, red fluorescence e. Emission filters: UV, 510nm, red fluorescence f. Sample stage: adjustable to reduce light scattering and increase the ability to detect low intensity signals. How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 4:00 a.m. EST on December 2, 2013. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
