- Sources Sought Notice: Vendor Show - Defibrillators This is NOT a solicitation for proposals, proposal abstracts, estimates, or quotations. The purpose of this notice is to view Defibrillators and obtain information regarding: (1) the availability of defibrillators and their various features (2) the availability and capability of qualified small business sources Background: The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and nine community based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi). Of the nine active CBOCs in the catchment area, three are VA staffed and 6 are contracted. In 2012, the VA Memphis South CBOC, located 8 miles from the Memphis VA Medical Center, provided primary and mental health care to 7,174 Veterans. The VA Memphis North CBOC, located 11 miles from the medical center also provided primary and mental health services and saw 5,696 patients in 2012. The VA Memphis Jackson CBOC, located 80 miles from the medical center, saw 6,390 patients. The VAMC Memphis also has contract CBOCs located in Smithville and Byhalia, MS; Jonesboro and Helena, AR; Savannah and Dyersburg, TN, which provide primary and mental health care to Veterans. As a result, the Memphis VA Medical Center CBOCs improve access and reduce the travel distance for approximately 33,000 Veterans in outlying counties. The VAMC in Memphis is part of the MidSouth Healthcare Network, VISN 9, which includes facilities in Lexington and Louisville, KY; Huntington, WV; and Nashville and Mountain Home, TN. Purpose and Objectives: The purpose of this vendor show for defibrillators is to allow all staff to look at the possible defibrillators that might be purchased for the medical center. Products should include all available product lines for defibrillators, both transport and non-transport. Some of the various features that should be addressed include manual and AED modes, waveform capnography, pacing mode, synchronization, noninvasive blood pressure, SpO2, biphasic defibrillation, life span, battery life, weight, as well as any other features that the vendor feels should be highlighted for their product. The objective is to provide information on available defibrillators for the medical center to evaluate for purchase. Vendor Show: Vendors that respond to this solicitation will be provided space at the VA Medical Center of Memphis in the Theatre on December 17, 2013. The vendor show will be from 6:30AM until 6:00PM. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Respondents will be added to the prospective offerors list for any subsequent solicitation. However, responses to this notice will not be considered adequate responses to a solicitation. All offerors who provide goods or services to the U.S. Federal Government must be registered in SAM (System for Award Management) located on the web at https://www.sam.gov and the Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation for this project must be registered with the Department of Veterans Affairs, Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
