SOURCES SOUGHT NOTICE Brief description: Indefinite Delivery/Indefinite Quantity (IDIQ) Job Order Contract (JOC) Response Date: December 20, 2013; 17:00 CST Contracting Officer: Latosha McCoy latosha.v.mccoy.civ@mail.mil Contract Specialist: Symone Collins symone.y.collins.civ@mail.mil Address: Building 5700, Room 380 North, Fort Rucker, Alabama 36362-5000 NAICS Code: 236220 Place of Performance: Fort Rucker, Alabama 36362 This is a Sources Sought announcement to request information for market research purposes ONLY. This is NOT a pre-solicitation; therefore, a Contractor should not construe it as a commitment by the Government. A solicitation is not available at this time; therefore, any requests for a solicitation will not receive a response. Fort Rucker Mission and Installation Contracting Command is conducting market research to identify and determine potential Large and Small Business firms that are capable of performing as the prime Contractor, providing maintenance and repair services, constructing real property facilities, and providing any/all support services to the Directorate of Public Works (DPW) at Fort Rucker, AL and satellite installations in the following counties: Covington, Coffee, Dale, Geneva, Houston, and Pike. In addition, the requirement include the need for ancillary professional engineering services for structural foundations and concrete slabs, the ability to provide as-built drawings that conform to the Computer Aided Drafting and Design (CADD) software Autodesk Architecture 2013, MEP 2013, and Civil 3D 2013, which is currently being utilized by DPW. This requirement includes but is not limited to providing all materials, supplies, job site supervision, labor, construction equipment, required safety equipment, lighted and unlighted barricades with the exception of those items identified as Government-Furnished. All work performed by the Contractor shall be in strict accordance with current published industry and trade organization standards, DoD Unified Facilities Criteria, adopted building and National Fire Protection Association (NFPA) codes and standards as well as conform to the latest criteria guidance of the industry trade publications in accomplishing all work in a professional manner. As new standards and codes are published, they will become the mandatory reference criteria incorporated and controlling subsequent work performed under this contract, without requirement of further notice or negotiation. It is the Government's intent to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) Job Order Contract (JOC) with a Base Period and four (4) one-year option periods. Task Orders will be firm-fixed price ranging from $2,000 to $750,000. Firm Fixed Price task orders will include a variety of trades including, but not limited to, excavation, drywall and insulation, flooring, roofing, siding, electrical, painting, plumbing, carpentry, plans, layouts and estimations by licensed engineers, architects and environmental engineers on staff, roads, civil and structural work and utilities. When work is required, the contractor will be required to visit the proposed work site to establish, clarify, and define the scope of work of the individual requirement(s) in order to prepare a detailed price proposal. In addition, the contractor will be responsible for obtaining and /or submitting all necessary permits, Storm Water Pollution Prevention Plans, and all asbestos and lead abatement plans. Contractor will be required to include all supervision, materials, labor, equipment, transportation, and disposal required to successfully complete the work ordered. The contract will establish terms and conditions upon which the Contractor will perform a wide variety of performance-based services and/or construction tasks as identified. The pricing method shall be based on the latest Gordian Book and their disciplines and an applied coefficient. The North American Industry Classification System (NAICS) code for this acquisition is 236220 - Commercial and Institutional Building Construction with a size standard of $33.5M. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested business concerns to submit a brief capability statement that demonstrates a history in performing relevant construction and real property maintenance and repair experience with primary focus on IDIQ type contracts where simultaneous performance on multiple projects at different locations similar to the task order value that will be executed under this contract. Responses to this Sources Sought Notice shall be submitted as stated below and any non-compliant responses will not be reviewed. Email is the only form of submission; therefore, paper copies, faxes, and/or telephone responses will not be accepted. A Microsoft Word document shall be submitted via email to latosha.v.mccoy.civ@mail.mil and symone.y.collins.civ@mail.mil. The Word document shall provide responses to the following: 1. Vendors name, address, point of contact, phone number, email address, CAGE Code, business size, 8(a) status, Hub Zone status, Service Disabled Veteran Owned (SDVO) status, if applicable. 2. Provide the contract number(s), dollar value(s) and brief description of previous work (within the past 3 years) or work currently being performed, which specifically demonstrates the Contractor's ability to successfully satisfy the requirements identified in this notice. Vendors shall also provide point of contact information (name, telephone number, email address) where available for the efforts cited above. 3. The vendor must state if the company would be proposing on this project as a sole contractor, prime contractor with subcontractor(s) or prime contractor with team member subcontractor(s). 4. Other than 236220, if your company recommends a different NAICS code you deem more appropriate for the services described herein, please identify that code and include the rationale for your recommendation. 5. Please address any areas within requirement description outlined in this notice where you believe greater efficiencies can be achieved and include your rationale. 6. Statement identifying the firms bonding capacity; 7. Percent of work the firm could commit to accomplishing with in-house labor; and 8. Suggestions for how the government could form the contract or Statement of Work that would facilitate your approach to contract execution. MICC - Fort Rucker will not acknowledge any requests from vendors wanting receipt confirmation. All Capability statements are due NLT 17:00 pm CST on December 20, 2013. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or Government use of such information.
