- Updated Draft Solicitation FEMA is conducting a SURVEY to obtain information regarding: (1) the availability and capability of qualified sources; (2) answer FEMA's questions/feedback and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition INFORMATION IN DRAFT SOLICITATION REFERENCING PROPOSAL INSTRUCTIONS IS NOT RELEVANT TO THE CAPABILITY AND SURVEY INFORMATION REQUESTED BY NOVEMBER 25, 2013. Contractors who believe they have the ability to satisfy all of the deliverables outlined in the draft solicitation are encouraged to submit a capability statement, answer questions and complete the capability chart. The capability statements will be evaluated based on the information provided in relation to the objective and requirements outlined in the solicitation Capability statements shall include the following information: company name, address, point of contact, phone/fax/e-mail. The remainder of the capability statement should be tailored to the deliverables outlined in the draft solicitation. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Please send capability statements, capability chart, and answers to FEMA's questions via e-mail to keith.harding@fema.dhs.gov and carolyn.knight@fema.dhs.gov by Nov 25 2013, 1:00 pm EDT. Responses by facsimile (FAX) WILL NOT be accepted. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether sufficient businesses possess the experience, expertise and qualifications to ensure competition under a set-aside or full and open acquisition. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government. FEMA will host an industry day to answer questions on DECEMBER 5, 2013. PLEASE REVIEW AND INCLUDE ANSWERS TO THE BELOW QUESTIONS IN RESPONSES. • Are you a manufacturer of distributor of these products? o If you are a distributor, please indicate how long it will take to get these items into your supply chain. • Can you guarantee the 12 month shelf life on the perishable items? o If not, how long of a shelf life can you guarantee? • Can you meet the specifications as stated in the SOW? • Do you have electronic tracking capability? • Can you deliver to CONUS and OCONUS (Caribbean, Hawaii & Guam)? • What are your expedited shipping methods? • Please complete the attached spredsheet and indicate you expedited shipping capabilities as well as your shipping coverage area. (i.e. All US, Southwest US, New England, Midwest, etc).
