- Responses are due no later than 3:00 p.m. eastern standard time December 5, 2013. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS WITH BONDING CAPACITY OF $10M OR GREATER and $20M OR GREATER concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to brandi.m.fialek@usace.army.mil and caroline.j.schleh@usace.army.mil no later than 3:00 p.m. eastern standard time December 5, 2013. Project Description: The Government contemplates three (3) Firm Fixed Priced Single Award Task Order Contracts (SATOCs) for construction to encompass a broad variety of major and minor repair, modification, renovations, rehabilitation, alterations, Design-Build, Design-Build-Build and new construction projects in a Secure Environment to include working in Sensitive Compartmented Information Facilities (SCIF). The work is envisioned to also include very technical electrical work to include but not limited to server rooms, UPS, generators, redundant power, high volume office spaces, power whips and terminations, receptacles, panel breakers, grounding, under raised access floor, and technical mechanical work to include a variety of mechanical systems, server rooms, HVAC, SCADA and BMS tie-in. These three SATOCs will range in capacity from $100M (1) to $49M (2) with a one year base contract and four option years. The work for the $100M (1) and $49M (1) capacity SATOCs is contemplated to be in the Baltimore Washington corridor but may be used throughout the Continental US. The work for the other $49M (1) SATOC is contemplated to be near Fort Bragg, NC but may be used throughout the Continental US. The Contractor shall be required to perform all work in accordance with the access and security requirements of the facility. All personnel working on any project relating to this acquisition must be U.S. citizens. It is highly likely that a Top Secret Facility Site Clearance will be required for the prime contractor. Please respond to the following questions: 1. What is your single bonding capacity? What is your aggregate bonding capacity? 2. Do you currently posses a Top Secret Facility Site Clearance? 3. Can your company support projects throughout the continental US? 4. How have you been compensated for travel expenses on other federal contracts? 5. Is your company a Small Business? An authorized 8(a) company? A HUBZone company? A Service Disabled Veteran Owned Small Business? Your response should include the following information: details of similar contracts (i.e. SATOC or JOC like contracts), project references (including project owner phone number and email address), business size and dollar value of contract, including date of completion. For SATOC-like contracts, please also provide the number of task orders issued on each contract and the capacity of the overall contract. If you are a small business, please provide any federally designated categories of small business. Narrative formats and information submitted are at the discretion of the contractor, but shall be limited to a total of eight (8) pages. Comments will be shared within the Government and the project design team, but otherwise will not be distributed. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM SMALL BUSINESS COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH BONDING CAPABILITY OF $10M+ ($49M) and $20M+ ($100M).
