- Project Description: The Bureau of Land Management (BLM) is seeking to create a multiple year IDIQ contract to award task orders to facilitate the replacement of broken/defective windows at the Alaska Fire Services (AFS) Barracks located on Fort Wainwright next to Fairbanks, Alaska. The work will involve removing existing vinyl windows and installing approved fiberglass framed windows with new insect screens. Also, after removal of old windows and installation of new windows, patching and painting to the match the existing color is also required. The BLM will make the appropriate logistical changes to relocate personnel and room furnishings as necessary to complete the work. Introduction: This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Bureau of Land Management (BLM) will take procurement action in this matter or set-aside in a means designated by a respondent. Further, neither the BLM nor the Government will be responsible for any cost incurred in furnishing this information. BLM recognizes the interest and value gained by industry input. This RFI is being used to gather market research for BLM to make decisions regarding an appropriate acquisition strategy and industry's interest. BLM is interested in identifying potential offerors to include their business type, experience, business size and capability of fulfilling a requirement to replace existing vinyl windows with fiberglass windows and patch and paint to match. Location: Work under this proposed contract is located on Fort Wainwright, Alaska specifically at the Alaska Fire Services Barracks located next Fairbanks, Alaska. Anticipated Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Price Task Orders Background: The Alaska Fire Services (AFS) Barracks located on Fort Wainright, Alaska is heavily used during fire season and with that comes damage and maintenance issues. The proposed window replacement contract will address some of these maintenance issues. Responding to the RFI: This RFI/Sources Sought include 4 attachments. RFI responses must include the attached MS Excel File and experience information. This information includes the following: 1. Interested Prime Contractor's Name, DUNS Number and Address 2. Name, phone, and email address of the primary point of contact for the respondent 3. Major task to be performed by Prime or Subcontractor (if any) Contractor 4. Respond to questions 1-12 a) Can your company provide fixed prices on a base plus 4 options (5 years total) for the services described in the DRAFT Summary of Work? b) Can Greatland Windows, Fibershield, Milgard Windows, Inc., and Pella Corporation, and Alpen fiberglass windows be sourced economically in the local Fairbanks, AK area? c) Is the market for windows in the Fairbanks, AK area fairly stable? d) Is there price fluctuations for windows greater than 10% from year to year e) Do you plan to subcontract any of the work? If YES, please provide name of subcontractor and subcontractor's size. f) How likely are you to submit a proposal? Scale of 1-10 (10 being 100% likely and 1 being 10% likely) g) Business Size and/or Socioeconomic Classification h) Primary NAICS Code for the type work noted in the requirement i) Are you a foreign entity? j) What is your business type (i.e. General Contractor, Manufacturer etc.)? k) Experience Information: Do you have recent window replacement construction experience? If so, attach no more than 5 recent projects (5 pages) to include: a. A brief description of work performed b. The size of the project (total cost) l) Please provide a sample of how your company would price the contract (Invoice and/or Quote Breakdown) in terms of window and material cost (paint, caulk, etc.) including labor. m) What is the best course of action in your opinion to create and administer a contract for this particular situation?
