Description
Repairs to the South Jetty at Newburyport Harbor - Newburyport, MA. Work consists of repairing portions of the 1,400-foot-long jetty that was damaged during Tropical Storm Irene and Hurricane Sandy. Approximately 12,000 tons of 6 to 12 ton armor stone will be required. Crest width is 15 feet. Crest elevation at the most seaward end is +12 feet mean lower low water (MLLW). Side slopes are 1 vertical : 1 horizontal on the river side and 2 horizontal : 1 vertical on the ocean side. The work includes replacing displaced core and armor stone to fill in existing gaps in the jetty. Repairs will require substantial moving and rehandling of existing stones to obtain the required interlocking placement. Repairs were begun on the first 600 feet of the jetty during the winter of 2012-2013 and will need to be finished under this contract. About 6 days per month during the construction window, seas can be expected to be in excess of 8 feet in the river mouth. Equipment and stone delivery and access to the jetty may be performed from land, water or a combination. Protection of piping plovers and their habitat limits any work by land from 01-SEP to 31-MAR. If accessing by land, the expected storage / staging area for the stone, equipment and trailer is at the paved Newburyport parking lot, at the northern end of Northern Boulevard on Plum Island; access to the parking lot will be along Northern Boulevard in Newbury and Newburyport. There may be restrictions on load limits and daily truck deliveries through Newburyport. It is about 2,600 feet from the parking lot to the jetty. It's expected that trucks will transport the stone from the parking lot to the jetty over mats over the vegetated dunes. Northern Boulevard, the parking lot, dunes, and any excess vegetation damaged will be restored to their pre-construction condition. About 5,200 feet of sand fencing will be installed along the access/haul route after construction, or by 31-MAR.
