- The US Army Geospatial Center (AGC) intends to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) Cost Plus Fixed Fee and Firm Fixed Price type contract with one base year and two option years in support of the Geospatial Acquisition Support Directorate. This requirement will be satisfied using Small Business Set-Aside procedures. The North American Industry Classification System Code (NAICS) for this requirement is 541512. The business size standard is $25.5M. The U.S. Army Geospatial Center (AGC) has identified the requirement to provide geospatial domain expertise support services to acquisition Programs of Record (POR) and Quick Reaction Capabilities (QRCs). The primary objective of this contract vehicle is to provide geospatial domain expertise to design, develop, document, and implement the Army Geospatial Enterprise (AGE). The AGE is an integrated system of technologies, standards, data, and processes that delivers a Standard, Sharable Geospatial Foundation (SSGF) which facilitates a Common Operational Picture (COP) to the Warfighter at all echelons. This objective supports the Army Campaign Plan, the U.S. Army Corps of Engineers (USACE) Campaign Plan, and the Net Enabled -Mission Command Initial Capabilities Document (NeMC ICD) for the implementation of a Standard, Sharable, Geospatial Foundation (SSGF). The estimated value of this procurement is $9.9M over the contract life of one base year and two option years. AGC's objectives include enhanced soldier situational awareness, increased efficiency, reduced duplication, minimized overhead, and improved cost stewardship through the following Geospatial Engineering objectives: Geospatial Acquisition Support. Enable horizontal and vertical dissemination, exchange, and synchronization of geospatial feature data between echelons., Geospatial Data Creation and Dissemination. Enhance and extend National Geospatial-Intelligence Agency's (NGA) data holdings with Army-produced operational and tactically relevant geospatial information, Geospatial Technology Research. Improve continuity of operations during unit Relief in Place / Transfer of Authority (RIP/TOA), Improve geospatial interoperability among Army elements, and Synchronize with the Joint, Interagency, Intergovernmental, and Multinational community (particularly with ground forces). This Army Geospatial Enterprise Support (AGES) procurement will provide, at a minimum AGE design, development, maintenance and implementation support in these areas - architecture, system engineering, data modeling, experimentation, test and certification, data development, software development, and implementation of geospatial services. The outcomes associated with this requirement are performance-based and include the effective design, development, maintenance, support, and implementation of the AGE and its associated technologies and systems in support of the requirement. AGC's Geospatial Acquisition Support Directorate (GASD) is responsible for the management of this requirement and will prepare a Statement Of Objectives (SOO) including an overview of the services necessary to satisfy the contract effort. The SOO is expected to provide the offeror agility in developing innovative and cost-effective service solutions to best satisfy the objectives laid out by the Government. Each task order will also use a SOO or a government issued Performance Work Statements (PWS) with measurable standards reflecting the required level of performance to meet the Government's requirements. In the event the Government issues a SOO, the Multiple Award Task Order Contract (MATOC) contract awardee(s) will be provided an opportunity to submit a performance work statement to accomplish the stated objectives. The base contract and each task order will use a performance based work statement with clear performance standards and measurement/surveillance tools. Task Orders will include support to the Operating and Generating Forces in implementing the AGE including support inside the Continental United States (CONUS) and Outside the Continental United States (OCONUS) as well as support in a war zone. Contractors must be registered and current with the System for Award Management (SAM), in order to receive a Government contract award. To register, the SAM internet address is: http://www.SAM.gov. The Request for Proposal (RFP) release date is anticipated to be on or about Monday, 16 December 2013 with an anticipated award date of April 15, 2014. The solicitation will be available on the http:/fedbizopps.gov/ web site for download. The RFP will be released by the AGC CONTRACTING OFFICE, ALEXANDRIA, VA. The award of the contract shall be based upon a quote mark Best value quote mark analysis and evaluation.
