Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1652542 Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-70 dated September 30, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 541380, which has a small-business size standard is $14.0 million dollars. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure Subcloning, Mutagenesis, Gene Synthesis and Plasmis Production services from GeneImmune Biotechnology. In addition to the services this includes the following items: 1) Item# GI-TZ02, 1mg DNA Prep (MaxiPrep), qty-108, 2) Item# GI-TZ06, Mutagenesis/1mg DNA (MaxiPrep), qty-101, 3) Item# GI-TZ07, Subcloning/1mg DNA (MaxiPrep), qty-11, The Geneimmune Biotechnology is to perform site directed mutagenesis and subcloning to produce megaprep (at least 5mg) or maxiprep (1-2 mgs) of column putified plasmis DNA, and full gene synthesis. The plasmid DNA will be evaluated for purity, quantified, and verified by single-pass sequencing prior to shipping. In addition, bacterial glycerol stocks will be stored on-site for 1 year for additional troubleshooting services if needed. GeneImmune Biotechnology has been providing this service to NIAID and changing vendors at this time could be detrimental to the results of the experiments facilitating the development of vaccines. Delivery is to Bethesda, Maryland 20892. The following factors shall be used to evaluate offers: 1) capability to meet salient characteristics, 2) price, and 3) delivery (45 days from date of award). The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer - System for Award Management. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications - Commercial Items must be included. This can be found online at https://www.sam.gov, System for Award Management (SAM). By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation. [Note: Lack of registration in SAM will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 5:00 P.M. Eastern Standard Time on Friday, December 6, 2013.
